Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Directs the full range of field and office engineering functions, delegating responsibility to subordinate project engineers, Construction Control Representatives, Engineering Technicians, and leaders. Learn more about this agency Duties Actively participates in extensive construction and engineering management decisions relative to the military and civil construction missions. Performs and/or directs the full range of field construction and engineering functions. Performs the more complex and controversial assignments. Responsible and accountable for the following functions: participating in design review conferences with customers, the District Office, and private A-E firms design engineers, to discuss construction aspects of design and foreseeable problems Conducts pre-construction conferences on new contracts, purchase orders, etc., to clarify principal construction features, start-up administrative and contract technical requirements. Exercises final authority to approving contractors' construction schedules, safety program, quality control procedures, plant layouts, and road systems. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position has a Temporary Duty (TDY) or business travel requirement of 25% for official duties/training., depending on assigned projects and locations. One year trial/probationary period may be required. This position requires a supervisory probationary period as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-12). Specialized experience is defined as: 1. Experience leading lower-graded Construction Control Representatives and Engineering Technicians. 2. Experience advising on final engineering determinations on whether methods and materials employed meet requirements of contract specifications. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education This job does not have an education qualification requirement. This position requires a 1-year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
