Summary About the Position: Incumbent is the primary POC for the operations of the Defense Civilian Pay System (DCPS) Customer Service Representative (CSR) function and the Automated Time and Attendance and Production System (ATAAPS). This is a Direct Hire Solicitation. Advance in Hire maybe authorized for those who are new to federal service. Advance Leave Accrual maybe authorized. Duties Review and interpret a wide range of payroll law, policy, regulation, directive, DCPS Payroll Office Advisory Releases regarding the DCPS Application System. Investigate and resolve payroll issues associated with various and unrelated types of civilian appointments. Answer customer inquiries on pay, benefits, and entitlements based on the employee appointments, pay plans, and schedules. Serve as a point of contact for problems, operations, and modifications to the systems. Maintain and create Cost Centers Teams and Rosters within ATAAPS. Responsible for training all Timekeepers on using the ATAAPS system. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. Employees assigned to a medical treatment facility are required to be screened for applicable immunizations. This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination. This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes researching and resolving pay issues; preparing pay reports; assisting in training of timekeeping processes or procedures; utilizing an automated payroll software system to input or retrieve or resolve pay data or issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Budget Administration, Accounting, Finance or similar field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18.
