Summary The Department of Laboratory Medicine, and The Department of Transfusion Medicine, are looking to select multiple candidates for Lead Clinical Laboratory Scientists GS-12. Selections will be made for multiple specialty areas including but not limited to: Chemistry, Hematology, Microbiology, Immunology, Sterility, Blood Banking, Human Leukocyte Antigen (HLA), and Quality. Learn more about this agency Duties As the Lead Clinical Laboratory Scientist GS-12, your duties will include but are not limited to the following: Ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Represent the team in dealings with the supervisor or manager for the purpose of obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time) and securing needed information or decisions from the supervisor on major work problems and issues that arise. Serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members. Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. Estimate and report to the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks, and ensure that all team members are aware of and participate in planning for achievement of team goals and objectives. Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Lead the team in assessing its strengths and weaknesses and provide leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes and procedures). A decision regarding your continued employment with NIH will be made as you near the end of this period. Tier 1 Emergency Essential Personnel. Position requires Education, transcripts required. The work environment involves regular and recurring exposure to infectious agents such as hepatitis, HIV and to noxious and flammable liquids such as xylene and formalin. Physical Requirement: Requires regular and recurring physical exertion such as long periods of standing and walking, bending over instruments and microscopes, and lifting light to moderately heavy items such as reagent packs and various supplies. At the supervisor’s discretion, this position may offer work schedule flexibilities such as Alternative Work Schedules. The incumbent works in a Biohazard Level 2 facility and is required to use protective clothing such as lab coats, goggles, gloves, and must follow all Universal Safety precautions. Physical requirements include lifting and moving items weighing 15 lbs. May be required to work weekends, evenings, nights, or holidays as indicated by specific duties. Positions may also be subject to on call. Qualifications You qualify if you meet the following qualification requirements: Basic Requirements Education A Bachelor's or graduate/higher level degree from a regionally accredited college/university including courses in biological science, chemistry and mathematics, AND successful completion of a Medical Laboratory Scientist/Clinical Laboratory Scientist program accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. OR A full 4-year course of study that included 12 months in a college or hospital-based medical technology program or medical technology school approved by a recognized accrediting organization. The professional medical technology curriculum may have consisted of a 1-year post- bachelor's certificate program or the last 1 or 2 years of a 4-year program of study culminating in a bachelor's in medical technology. OR A Bachelor's or graduate/higher level degree from an accredited college/university, including 16 semester hours (24 quarter hours) of biological science (with one semester in microbiology), 16 semester hours (24 quarter hours) of chemistry (with one semester in organic or biochemistry), one semester (one quarter) of mathematics, AND five years of full time acceptable clinical laboratory experience in Blood Banking, Chemistry, Hematology, microbiology, Immunology and Urinalysis/Body Fluids. This combination of education and experience must have provided knowledge of the theories, principles, and practices of medical technology equivalent to that provided by the full 4-year course of study described in 1 or 2 above. All science and mathematics courses must have been acceptable for credit toward meeting the requirements for a science major at an accredited college or university. Acceptable experience is responsible professional or technician experience in a hospital laboratory, health agency, industrial medical laboratory, or pharmaceutical house; or teaching, test development, or medical research program experience that provided an understanding of the methods and techniques applied in performing professional clinical laboratory work. Certification/licensure as a medical technologist (generalist) obtained through written examination by a nationally recognized credentialing agency or State licensing body is a good indication that the quality of experience is acceptable. ADDITIONAL REQUIREMENTS To qualify for the GS-12 position: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector performing the following tasks: performing laboratory testing (pre-analytical, analytical and post-analytical phases) in accordance with regulatory and accrediting agency requirements in a clinical laboratory setting; participating in the development, evaluation and implementation of new general chemistry, immunoassay, special chemistry, and/or mass spec/HPLC test methodologies; evaluating the quality of laboratory services and adequacy of equipment, personnel, and working accommodations; planning, implementing, and coordinating quality control programs for a clinical laboratory; training others in clinical laboratory procedures; and developing guidelines governing laboratory operations, performing administrative and operational support duties. OR A combination of education and specialized experience that meets the qualification requirements for this position.
