This position is located in the Office of Community Planning and Development (CPD), DAS for Field Operations. CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations. As a Director CPD Field, you will: Oversee the effective management of a grant portfolio, CPD formula and competitive programs which includes large metropolitan areas and significant financial investments, ensuring the timely processing of grant applications, contract execution, and compliance with statutory and regulatory requirements, as well as HUD guidelines. Grantees performance is analyzed and assessed not only for compliance carried out through monitoring but through other mechanisms such as risk assessment, grantee performance reports, and progress toward meeting goals and activities identified and carried out by grantees. Develop and execute multiyear and annual plans which are aligned with Departmental strategic goals and are responsive to specific needs of the community involving the Field Directors in the process. Serve as CPD's primary regional representative over Field Offices jurisdictions, promoting CPD programs and Departmental initiatives. Establish, develop and maintain mutually beneficial relationships with other Federal agencies, States, area-wide planning organization and local governments in collaborating CPD programs. Meet with grantees, applicants, regional, and National State groups and representatives of other Federal agencies, and community-based partners to clearly articulate and explain Departmental policies, program requirements and funding criteria. Ensuring time and effort spent on partnerships are a welcome investment to the program and mutually beneficial. Reach out to other Community Activist Agencies in building a mutual coalition. Requirements Conditions of employment The official duty station for this position will be in Los Angeles, California. Failure to report to duty at this location may be grounds for a disciplinary action, including removal. Key Requirements: Must be U.S. Citizen or U.S. National. A one year probationary period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period. A one year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. Public Trust - Background Investigation will be required. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Specialized Experience: Specialized experience for the GS-15 is one year of experience at the GS-14 level that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes meeting 3 of the 4 items in the following: -Directing or providing management oversight of housing and community or economic development programs; OR -Managing the development of administration of grant programs designed to improve the economic, physical, and social conditions of persons living in poverty; OR -Managing collaborations with Federal, State, and local officials and organizations regarding housing, economic and community development issues and resolving controversial projects; OR -Directing and providing management oversight to a team that oversees grant management efforts and ensures compliance over programmatic issues and financial resources. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
