Summary
This position may be filled using Direct Hire Authority: Z5CAV/Direct-Hire Authority (Certain DoD Personnel) PL 118-31, Sec 125OB (i)(2), 12/22/2023.This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated August 12,2024.
This position is part of the Defense Threat Reduction Agency.
Duties
As a SUPERVISORY IT CYBERSECURITY SPECIALIST (INFOSEC) at the GS-2210-14 some of your typical work assignments may include:
Serves as a supervisor/senior IT Cyber workforce manager as the Chief of the Defensive Cyber Operations Division.
Incumbent is the principal authority and manager responsible for establishing and maintaining the Agency's cyber security posture capable of detecting and defeating cyber-attacks across the Agency's global IT networks.
Responsible for supervising team of mid-level personnel of IT Cybersecurity Specialists responsible for overseeing and maintaining Defensive Cyber Operations for the Agency and coordinating 24X7 cyber-related monitoring, alerting, reporting, and response actions to specific or potential threats and in support of operational priorities for network management and information dissemination functions.
DTRA's Cyber Security Service Provider (CSSP) is a Tier 2 (Component Level Computer Network Defense) and oversees performance of subordinate Tier 3 (Enclave Level Computer Network Defense) level entities. Ensures CSSP protects, detects, and responds to DTRA and other DoD-customer network or cyber security events.
Advises other IT experts within DTRA and other DoD Components on development and integration of new or novel cyber security processes, standards or solutions to meet both Departmental and Agency mission requirements.
Maintains cyber readiness posture and ability brief at highest levels of the Agency, up to and including the DTRA Director, DTRA Deputy Director, Chief Information Officer/Director of the J6 Directorate, and DTRA Chief Information Security Officer, as well as other senior-level managers within DoD (i.e. CYBERCOM and Department of Defense Cyber Defense Command) and other Defense Agencies.
Contacts require exercise of a high degree of tact, diplomacy, and discretion and require critical evaluations and recommendations based upon an understanding of DTRA-wide mission objectives and higher echelon DoD or Federal mandates.
Maintaining CSSP monitoring, alerting, reporting, and response capabilities.
Perform trending and analysis of cyber related vulnerabilities, threats, risks, and compliance and develop situational awareness products to stakeholders.
Manage and lead an array of government, military, and contracting staff to execute operational, near and long-term goals.
Champion a Continuous Cybersecurity Awareness Campaign educating the workforce and leadership of cybersecurity related threats, recommendations, and best practices.
Establish and maintain collaboration with internal security teams (Insider Threat, Supply Chain Risk Management, Cross Domain Support, etc.); external Cybersecurity / Computer Network Defense communities; intelligence communities.

Upon entering this position, you must maintain 8140 compliance by qualifying foundationally within 9 months, and residentially within 12 months, as referenced in DoDM 8140.03.
Environment specific requirement of CISSP-ISSEP or ISSAP certification must be met within 9 months of appointment.
This is an emergency essential position. Incumbent must report to work during weather-related closures, government shutdowns, and/or government delayed openings.
Clarification on Security Clearance Requirement. The incumbent must obtain and maintain a Top Secret/Sensitive Compartmented Information level clearance for this position.
Qualifications
You may qualify at the GS-14 , if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
Manages the full Department of Defense (DoD) acquisition lifecycle for all cybersecurity capabilities, from defining hardware and software requirements to overseeing procurement and managing service contracts. AND
Leads and supervises cybersecurity teams, including subordinate supervisors and team leads, in executing network defense operations and conducting technical security assessments of IT systems. AND
Directs the strategic planning and timely execution of all enterprise cybersecurity activities, establishing objectives and developing operational plans for the entire IT organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
