Summary
This position is part of the US Election Assistance Commission Office of Inspector General. The incumbent will be responsible for planning, conducting, supervising, and/or coordinating independent and objective audits, inspections, and evaluations of EAC programs and operations, contractor activities, and grants to states and nonprofit organizations.
The selectee must physically report to the duty station, Washington, DC. This is not a 100% remote position.

Duties
Sets the strategic direction and plans the OIG’s audit and evaluation activities.
Oversees the development and maintenance of audit and evaluation policies and procedures, consistent with applicable standards and guidelines.
Supervises and participates in the planning and execution of OIG’s audits, evaluations, or other reviews to ensure that they are conducted consistently with applicable standards, policy, procedures, and values.
Manages and oversees contractor performance as a Contracting Officer’s Representative (COR) for audits and other similar work that may be contracted out by the OIG, to include the pre-award, execution, and post-award phases of the contract.
Maintains a close liaison with key senior officials within and outside the EAC, such as management and officials of OMB, GAO, other federal and state agencies, and contractors.

Qualifications
To qualify, applicants must have one-year (52 weeks) of full-time specialized experience. Specialized experience is experience which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the Assistant Inspector General for Audits & Evaluations. More specifically, specialized experience for this position is defined as: experience supervising or serving as a lead over audit staff, including assigning work, reviewing audit documentation and reports, and ensuring compliance with applicable auditing standards and internal quality control procedures; experience drafting audit reports that present findings, conclusions, and recommendations supported by sufficient, appropriate evidence; and experience briefing management officials on audit results and participating in discussions to resolve findings and recommendations.
This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. The SPF for this position is:
Demonstrates experience leading and managing complex performance audits of federal programs and/or operations in accordance with Government Auditing Standards (Generally Accepted Government Auditing Standards/GAGAS/Yellow Book).
All applicants must meet the following Basic Education Requirement:
Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. (Transcript must be submitted)
OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination (certificate must be submitted); or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. (Transcript must be submitted)

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
The selectee must physically report to the duty station, Washington, DC. This is not a 100% remote position.
