This vacancy may be used to fill additional positions within 90 days of the closing date. Duties Serves as Chief, IMCOM DFMWR Mission Support Office. Operations - responsible for coordinating, synchronizing, facilitating and tracking daily operations, staff operations and administrative actions within the IMCOM DFMWR. Serves as the entry point and central coordinator for all actions that come into DFMWR, internal and external. Participates and represents the DFMWR in IMCOM Battle Rhythm events. Manages DFMWR internal calendar, conference and training attendance, staff call, Professional Development Program, town halls, employee on-boarding and FMWR recognition programs, DFMWR special events, and the IMCOM Service Culture program. Leads, plans, organizes, develops and executes special projects at the direction of the Director, DFMWR. Develops and coordinates DFMWR orientation/informational presentations. Manages DFMWR participation in Garrison and Army pre-command courses. Manages and coordinates DFMWR participation in the Command Organizational Inspection Program and Managers Internal Control Program. Manages, coordinates and facilitates FMWR enterprise communication and information sharing forums. Develops, coordinates and publishes operational orders, guidance and directives associated with the delivery of FMWR programs. Program Management - Strategic and Contingency Planning - Develops short and long-range strategies for the delivery of FMWR programs and services in support of Soldier and Family quality of life and Army readiness. Coordinates and manages IMCOM DFMWR participation in Army, AMC and FMWR governance processes. Provides functional and technical expertise and guidance to Garrisons and IMCOM Directorates concerning FMWR programs and services. Develops plans and strategies to communicate and execute command directives and HQDA policy initiatives. Serves as the technical and functional expert to speak for the command at meetings and conferences; and to negotiate positive solutions to complex community and family issues. Serves as the integrator of corporate data for planning and execution. States the Army's position, action plans, or similar visionary documentation. Manages mechanisms and processes for the reporting results and revision of the plans, reporting internally to FMWR governance forums and throughout the MWR community on an annual basis. Executes operational oversight for all levels of support for contingency operations and deployments for all matters relating to MWR and family support. Directs actions and reports status of program efforts to all levels of the Army, Secretariat Staff and AMC. Directs the development of processes and plans in support of continuous process improvement within IMCOM DFMWR. Personnel Management Responsibilities - Performs the full range of supervisory duties. Determines optimum approach in the total management of the Mission Support Office, providing technical and policy direction. Evaluates the effectiveness of the Division in terms of mission accomplishment. Supervises employees and subordinate team leaders. Directs and assigns work through team leaders to subordinates, determines budget allocation, and determines long range staffing needs. Qualifications RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. MINIMUM QUALIFICATIONS: Extensive operations and planning work experience including at least one year at the NF-05 pay band or equivalent. The overall experience must be progressively responsible demonstrating a sound foundation in leading a substantial organization/program at an installation/ IMCOM Directorate / Headquarters level or equivalent. Candidates must have experience demonstrating: 1. Mastery in applying management principles, concepts, and techniques required to successfully plan and manage Family and MWR programs. Must have extensive knowledge and work experience at ascending levels of responsibility which provided subject matter expertise on policy matters and complex issues concerning these programs. 2. Ability to manage and direct a multi-faceted organization entity that manages several essential supporting and facilitative services. 3. Ability to maintain effective working relationships with officials and executives inside and outside of an organization. 4. Ability to prepare and present formal briefings and speeches to senior officials, and to organize and conduct meetings of work groups and seminars. 5. Ability to function as an advocate for Soldiers and Families and represent their concerns to senior leadership of the Army. 6. Experience interpreting governing regulations, policies and plans to determine their impact and to resolve controversial problems concerning Army installation management. 7. Expert knowledge and skill to research, analyze, and synthesize information and data to formulate recommendations and courses of action governing Army installation management activities. 8. Experience performing a full range of supervisory functions. HIGHLY QUALIFYING CRITERIA: In-depth knowledge and experience in the delivery of FMWR Programs and Services Experience managing the day-to-day operations and staff of an organization in a dynamic and fast paced environment Experience planning operations using the Military Decision Making Process (MDMP) or comparable planning tool Multi-faceted communication skills; writing, speaking, delivering presentations, and development of PowerPoint presentations Ability to work in an environment that uses multiple digital platforms and tools supporting operations and planning Experience managing an operation, organization, or group of people, and delivering a high level of customer service and satisfaction All answers to the Highly Qualifying Criteria must be clearly demonstrated in your resume to get credit.
