Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Acquisition Manager position is assigned to the Program Executive Office, Command Control Communications and Network (PEO C3N), PMO Tactical Network, PDL AIT, located in Fort Belvoir, VA.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at the Professional level in the Acquisition Career Field Contracting within 36 months of entrance on duty.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- Business travel required up to 25% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience is defined as: 1) Develop contracting approaches to manage rapid and long-term acquisitions of major C5I systems; 2) Manage the organization's procurement and contracting processes to meet contractual requirement; and 3) Utilize Acquisition Regulations such as the Federal Acquisition Regulations (FAR) to plan and manage the contract development process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03)/GS-13.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

- This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
