Summary This vacancy is for a Supervisory Grants Management Specialist in the Economic Development Administration within the Department of Commerce to support implementation of the Thomas R. Carper Water Resources Development Act of 2024 (Public Law 118-272) to support implementation of the FY2025 Disaster Supplemental Program and other EDA programs. Learn more about this agency Duties As a Supervisory Grants Management Specialist, you will perform the following duties: Serves as a principal advisor on grants management policy, compliance, and operational issues. Oversees and supervises the Policy and Compliance Team responsible for developing, implementing, and enforcing grants management policies and standards. Coordinates complex tasks and data requests across the agency, including audit coordination and grants data responses. Ensures consistency and adherence to federal financial assistance regulations and departmental requirements. Leads high-level grants management reviews and decisions, including pre-award evaluation of complex awards, post-award oversight, and closeout. Delivers comprehensive grants data analysis, identifies gaps in grants management protocols, provides administrative and technical supervisory leadership, and leads the implementation of corrective actions. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-14 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience: Leading cross-functional teams and managing workloads to achieve grants policy and compliance outcomes; AND Developing and implementing agency-wide financial assistance policy and training to ensure compliance with federal regulations, including 2 CFR Part 200, and agency policy; AND Managing grants management reviews and decision-making across the full lifecycle of grant awards, including pre-award evaluation, post-award oversight, and closeout to ensure compliance with applicable federal requirements; AND Serving as an advisor to senior leadership on grants management policy, using grants data analytics to develop recommendations that inform executive-level decision-making; AND Overseeing interagency coordination of audit inquiries, grants data requests, and special projects supporting strategic initiatives. Education There is no positive education requirement for this position. NOTE: Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities.
