Summary This position is located in Office of Information and Technology (OIT) Infrastructure Operations (IOS) Technology Platform Services (TPS). The primary purpose of the position is for developing strategy, guidance, implementation and governance for VA's technology environment. Learn more about this agency Duties OIT Mission: The mission of the Office of Information and Technology (OIT) is to collaborate with our business partners to create the best experience for all Veterans. OIT Vision: To become a world-class organization that provides a seamless, unified Veteran experience through the delivery of state-of-the-art technology. Major Duties: Oversees cloud adoption plans, cloud application design, and cloud management and monitoring. Oversees application architecture and deployment in cloud environments. Design and migrate applications to the cloud. Integrate tools and services for all areas of cloud computing, such as data and networks. Act as consultants, building relationships with customers and team members. Manages the IT infrastructure that's needed to support software code in dedicated, multi-tenant or hybrid cloud environments. Prepares test data, analyzing results, troubleshooting problems and communicating issues back to development. Work with IT developers to facilitate better coordination among operations, development, and testing functions by automating and streamlining the integration and deployment processes. Manages frequent, incremental changes to code versions, which means frequent deployment and testing regimens. Work with development staff to tackle the coding and scripting needed to connect elements of code, such as libraries or software development kits (SDKs), and integrate other components such as SQL data management or messaging tools that are needed to run the software release on operating systems and production infrastructure. Responsible for planning, procurement, and execution of a project, in any undertaking that has a defined scope, defined start and a defined finish. Define capability efforts within and outside of Product Lines may be managed by a Project Manager. Manages and evaluates moderate to high-risk projects and programs requiring significant agency knowledge and experience. Validates product roadmaps and assist with creation of visualization strategies. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with proven leadership in modernizing enterprise identity tools and services, managing sensitive, large-scale identity data (e.g., VA MPI), and ensuring reliable onboarding/offboarding and interoperability across networks with 85M+ records. Extensive expertise in maintaining secure, resilient identity management for both on-premises and cloud environments, including architecting, migrating, and operating scalable cloud-based solutions that protect PII and support accurate data exchange among VA, DoD, and partners. Strong track record in designing and implementing large-scale identity architectures including Privileged Access Management (PAM), Zero Trust, and advanced conditional access. Skilled in RBAC/ABAC frameworks, data modeling, automation, leveraging AI, and emerging technologies to enhance IAM solutions. Well-versed in software development, network security, directory services (e.g., AD), and cloud-native identity platforms (e.g., PKI, OAuth, OpenID, SAML, Okta). Recognized thought leader in innovation and modernization, supporting SAFe, DevSecOps, and proactive system monitoring best practices. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
