Learn more about this agency Duties The primary duties of the Program Specialist will be to:Support efforts to prevent child abuse and domestic abuse, including public awareness andinformation and education specifically directed toward potential victims, alleged abusers,non-offending family members, and mandated reporters of child abuse and neglect.Provide instruction to small groups and large classes in issues related to marriageenhancement, positive parenting, anger management, stress management, communicationskills, conflict resolution, domestic abuse prevention and awareness, and child abuseprevention and awareness.Develop and facilitate briefings and classes to commands and other military agencies ondomestic abuse and child abuse in order to promote healthy family interactions and reduceincidences of family maltreatment in accordance with direction from higher headquarters.Provide primary and secondary education and training to professionals and paraprofessionalswho work with children aboard installation to include but not limited to: childcare programs,youth sports volunteers, schools, and law enforcement in accordance with Department ofDefense (DoD) policy.Obtain factual information to provide information, explain regulatory and legal requirements,and recommend process improvement in regards to the prevention of and response to childabuse and domestic abuse.Conduct needs assessments to identify gaps in services and improve prevention programming.Analyze installation specific data regarding child abuse and domestic abuse to identifypopulations at risk, trends, areas of improvements. Evaluate the effectiveness of currentprogramming and make recommendations for programming improvements.Utilize a variety of fact finding techniques such as interviews, cases analysis, and observationto elicit appropriate data, identify areas of operation, and recommend policy and processimprovements.Participate in the Family Advocacy Committee (FAC) the policy-making, coordinating,recommending, and overseeing body for the response to child abuse and domestic abuse withother agencies in accordance with the Department of Defense Instruction.Collaborate with other agencies within the ¿Coordinated Community Response¿ (CCR)framework under the FAC. Assist with the development of the CCR annual plan with specificobjectives, strategies, and measurable outcomes. The annual plan includes universal,selective, and indicated interventions based on identified installation trends in regards to childabuse and domestic abuse.Collaborate with other program specialists who develop the program evaluation plan, suggestsmethodology, and provides guidance on handling of technical problems, and public relationsissues.Establish and maintain command and military community relationships. Collaborate withother military agencies to support and ensure command and unit training requirements areachieved.Establish relationships with civilian organizations to improve coordination on issues related tofamily violence, engage in proactive outreach, and implement prevention programming.Provide outreach to promote community awareness of the dynamics of abuse, local resources,and Family Advocacy Program services. Work as a team with other Behavioral HealthBranch prevention professionals.Develop and distribute marketing materials needed to support programs and services providedin conjunction with marketing staff and leadership.Document and record service delivery in accordance with installation procedures and higherheadquarters policy.Adhere to safety regulations and standards. Use required safety equipment, and observe safework procedures. Promptly reports any observed workplace hazards, and any injury,occupational illness, and/or property damage resulting from workplace mishaps to theimmediate supervisor.Provide World Class Customer Service with an emphasis on professionalism and courtesy.Assist internal and external customers and communicates positively in a professional manner.Ask questions to determine, verify, and solve problems. Check for satisfaction on the qualityof goods and services. Takes action to solve problems quickly. Alert the higher levelsupervisor or proper point of contact for help when problems arise.Must be under the supervision of a FAPM or clinical supervisor in accordance with DoDpolicies.Adhere to established standards of actively supporting the principles of the EqualEmployment Opportunity program and prevention of sexual harassment.This is a white-collar position where lifting up to 50 lbs may be required.Perform other related duties as assigned. Requirements Conditions of employment See Duties and Qualifications EVALUATIONS: Qualifications Required Degree:A Bachelor's degree from an accredited university or college in any of the followingdisciplines: social work, psychology, marriage and family therapy, counseling, behavioralscience, nursing, education, community health, or public health.Required ExperienceMust have two years of experience in a family and children's services public agency orfamily and children's services community organization. One year of experience must be inprevention, intervention, or treatment of child abuse and domestic abuse.Skill to develop, coordinate, recommend, and review prevention and intervention plans,materials, and policies to enhance support and programming that strengthens individual andfamily functioning, community and command awareness of the importance of the CCR tochild abuse and domestic abuse, and prepares and sustains capabilities of commanders, ActiveDuty service members, and military spouses for mission readiness.Experience delivering education and training using a variety of techniques and methods.Competent in developing specialized training materials with the ability to deliver effectiveinteractive trainings and briefings. Skills in public speaking.Skills to establish and maintain effective working relationships and communicate effectivelyorally and in writing with Marines, family members, command, military agencies, and civilianagencies. Knowledge of the military structure and environment preferred.Ability to identify trend, service gaps, and policy improvements and developrecommendations based on installation specific data, current research, and evaluationoutcomes.Note: This position may be eligible for occasional telework, as determined by local level policy.This position is not eligible for full-time remote work.
