Job Description
Summary
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology (OIT), Enterprise Architecture and Data Group (EADG).
As a IT Specialist (SYSANALYS) referred to here as a Full Stack Engineer, GS-2210-15, you will serve as the principal technical authority and strategic advisor for full-stack application development, enterprise integration, and CMS IT modernization initiatives.
Duties
Provide strategic technical leadership and executive guidance to Federal staff and contractors across the Enterprise Architecture and Data Group (EADG).
Oversee the design, development, integration, and modernization of enterprise-grade, secure full-stack applications.
Develop agency-wide standards for enterprise software frameworks, languages, and tools to ensure long-term sustainability, interoperability, and security.
Establish CMS-wide coding standards, design patterns, and secure software development practices.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:
Directing and overseeing the design, development, integration, and modernization of secure full-stack applications; AND
Ensuring full-stack applications are integrated with enterprise data platforms like Snowflake or Databricks as well as to cloud-native, microservices-based architectures using open-source frameworks (React, Angular, Spring Boot, Node.js, Kubernetes); AND
Leading the analysis and evaluation of proposed or modified policies and regulations to assess their potential impact on enterprise software development programs; AND
Providing guidance and leadership in recommending and developing IT modernization strategies and technology adoption decisions; AND
Maintaining clear and consistent communication with leadership on project status, technical issues, resolutions, options, risks, and recommendations.
In addition to the qualifications listed above, you must have IT-related Basic Requirement experience demonstrating each of the four competencies listed below:

Problem-Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
