Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is an Interdisciplinary Engineer GS-13 position with US Army Engineer District, Little Rock Operations Division Hydropower Support Branch, located in Little Rock, AR. This position can be filled in one of the following series: 0801, 0810, 0830, 0850.

Duties
Serves as the Program Manager and technical specialist for the Hydropower Customer FundingProgram, Little Rock District, under the Chief of Hydropower Support Branch.
Facilitates and coordinates with superintendent/specialists, SWD, HDC, design, construction and operations engineers for phasing of work at hydroelectric plants within the district.
Prepares, implements, and maintains the Hydropower Customer Program Management Plan to guide all aspects of the program in accordance with the USACE Project Management Business Process.
Serves as the point of contact of hydropower for Little Rock District interacting with District staff.
Serves on various committees and professional organizations providing information, communication and coordination of hydropower activities and projects in the District.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-13 Specialized Experience: One year of specialized experience which includes performing 2 out of the 3 following duties: 1) Evaluating construction or facility operations & maintenance project processes for possible areas of improvement with respect to quality, cost, and schedule; OR 2) Resolving highly difficult technical and administrative project problems using conflict resolution principles; OR 3) Managed a large size facility performing facility manager duties. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
Education

This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. The Division Commander has approved this position for the power generation SSR, IF:
1. The Employee is performing work directly involved in the generation and/or transmission of electric power; and
2. The Employee is assigned to an approved series (0810, 0830, 0850, 0855); and
3. The Employee works at a physical location (GEOLOC) listed on the SSR Schedule
