Summary This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for Developing and executing Security Cooperation policies and procedures; providing solutions for Foreign Military Sales and Building Partner Capacity programs; tracking USG-funded cases for global train and equip activities; and possessing expertise in financial management, national defense strategy, legislative processes, security cooperation legal authorities, policy, and program management. Work may require travel away from the normal duty station on military or commercial aircraft. Qualifications You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Implementing and executing Security Cooperation policies, processes, and procedures; Providing integrated solutions for Building Partner Capacity programs; Tracking U.S. government-funded cases in support of global train and equip activities; and Assisting in the application of financial management, national defense strategy, legislative processes, security cooperation legal authorities, policy processes, and program management skills to daily work. You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Developing, implementing, and executing Security Cooperation policies, processes, and procedures; Providing integrated solutions on Foreign Military Sales (FMS) and Building Partner Capacity programs; Tracking U.S. government-funded cases in support of global train and equip activities; and Independently applying financial management, national defense strategy, legislative processes, security cooperation legal authorities, policy processes, and program management skills to daily work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is a Security Cooperation (SC) position due to the nature of the position's duties and responsibilities. Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384, and DoD Instruction 5132.15, "Implementation of the Security Cooperation Workforce Certification Program". Incumbent must complete DoD SCW Intermediate-level certification. Incumbent must complete Basic-level courses within one year and Intermediate-level courses within two years (3 years total). Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
