Job Description
Summary
This position is assigned to the NAF Systems (N6Q) supporting Fleet & Family Readiness Support Services; Commander, Navy Installations Command; Millington, TN. Incumbent serves as a Budget Analyst responsible for providing support in financial analysis, budget planning, resource management and reporting within the NAF Systems (N6Q). This position involves assisting in the development, execution and monitoring of budgets to ensure efficient utilization of financial resources across NAF Systems.

Duties include but are not limited to:
Assist in the development of budgetary requirements and objectives based on program goals and strategic initiatives.
Analyze historical budget data, expenditure patterns, and program performance to identify trends and cost drivers.
Support the preparation of budget estimates, forecasts, and justifications for inclusion in the annual budget submission.
Provide input and recommendations regarding proposed budget changes and their potential impact.
Monitor the execution of budget allocations and track financial transactions against approved spending plans.
Contribute to the preparation of reports and briefings on the status of budget execution and financial performance.
Collaborate with program managers to assess the financial feasibility of proposed initiatives.
Prepare routine and ad hoc financial reports, cost-benefit analyses, and conduct other financial analyses as required.
Assist in the development of budgetary strategies and plans to support the Branch's mission and objectives.
Provide support and guidance to program managers in budget planning, financial management, and reporting.
Process payment requests in a timely manner.
Monitor payments to vendors.
Assist with the preparation of purchase requests for the branch sections and coordinate and communicate with the NAF Procurement Branch to ensure timely and accurate submissions.
Conduct NAF purchase credit cardholder actions as directed by Authorizing Official in accordance with NAF procurement standard operating procedures.
Maintain inventory of supplies and non-fixed asset equipment.
Provide general administrative support including data entry, filing, scheduling meetings, and preparing reports.
Provides cross training to colleagues as required or appropriate.
Performs other duties as assigned.

Must be currently employed within the hiring agency, CNIC NAF.
Qualifications

A qualified candidate possesses at least one of the following:
A master's degree or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree appropriate to the position; or LL.B. or J.D., if related.
2 years of specialized experience providing financial analysis or budget planning.
A combination of education and specialized experience that provided knowledge equivalent to a subject-matter field appropriate to the position.
A qualified candidate also possesses the following:
Knowledge of financial management principles, budgetary processes, and accounting practices.
Experience or demonstrated understanding of budget planning, formulation, execution, and monitoring.
Proficiency in financial analysis, forecasting, and reporting.
Knowledge of Navy Non-Appropriated Fund Instrumentalities.
Strong analytical skills with the ability to identify trends, patterns, and discrepancies.
Proficiency in spreadsheet software (e.g., Microsoft Excel), and financial management systems.
Proficiency in Microsoft Office Suite and Microsoft Teams.
Excellent communication skills with the ability to present complex financial information clearly and concisely both orally and in writing.
Ability to work independently and collaboratively in a team environment and manage multiple priorities and competing deadlines.
Knowledge of CNIC's organizational structure, functions, and mission.
Knowledge of industry-standard and organizationally accepted business and systems analysis principles and methods in financial customer support.
Knowledge of and skill in understanding organizational business processes and operations.
Skill in collaborating with customers and staff to identify and solve problems.
Skill in querying databases and other data sources, cleansing and normalizing data, preparing analysis and presenting data in an effective format using available technology tools.
Education
There is not positive educational requirement for this position.

Salary is dependent on experience and/or education.
Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period.
