Summary
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Digital Services at CMS (DSAC).
As an IT Specialist (APPSW), here referred to as an Open-Source Software Expert, GS-2210-15, you will serve as a subject matter expert leading enterprise-wide digitization projects and modernization initiatives across the agency.

Duties
Serve as the CMS enterprise authority on open-source software strategy, governance, and implementation.
Lead CMS representation in interagency, industry, and standards-body forums related to open-source technologies, licensing, and community engagement.
Collaborate with the Chief Information Security Officer (CISO) and team to ensure that proper protocols are in place to navigate licensure issues and prevent use of libraries with potential vulnerabilities.
Create and manage guidelines for CMS open-source software, collaborates with federal partners to ensure security compliance, and oversee maintenance through contractor and staff support.
Develop mechanisms for reporting and managing any defects found in open-source code used or created by CMS.

Qualifications
ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

In order to qualify for the GS-15, you must meet the IT Competencies below AND the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:
Leading the development and/or implementation of open-source initiatives, programs, and/or policies across industries (e.g., Federal, State, and Local Government, Private-Sector, Healthcare Organizations) to standardize open-source software use, sharing, and governance; AND
Collaborating with cross-functional stakeholders (e.g., Information Security Leaders, Software Developers, Information Technology Experts, Management Officials) to identify threats or vulnerabilities with open-source software usage and develop strategies to mitigate risks; AND
Providing technical expertise, guidance, or mentorship to cross-functional staff, contractors, and/or junior analysts and program staff on open-source best practices, community contribution models, and licensing compliance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
