Summary About the Position: This position is with DPW Joint Base Lewis McChord, WA. Learn more about this agency Duties Serve as an Engineering Technician and Contracting Officer Representative on projects involving services and construction contracts for complex services or construction including maintenance and repair of structures and equipment. Develop scope of work and requirements to be included in service contracts and provide support to contracting on the most complex issues such as modifications, exercising contract options and evaluation of technical submittals. Serve as life cycle program manager responsible for ensuring the efficient and effective accomplishment and coordination of the contractor provided services. Assist Contracting Officer by explaining technical issues and preparing a written technical analysis of contract proposals Contracting Officer's Representative Prepare final documentation for initiation of contract award or a delivery order and develop requirements to be included in service contracts. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Annual Financial Disclosure form OGE 450 submission is required. Up to 10% TDY may be required. Valid State Driver's License required throughout this appointment. A Tier 1 non-sensitive background is required throughout this appointment. Additional information about transcripts is in this document. Specialized Experience GS-9 Have one year of specialized experience which includes the following. Under close supervision, provide research and information to help with preparation of the final documentation for initiation of contract awards requirements to be included in service contracts. Provide support while training under the program manager for contracting on complex issues such as modifications, exercising contracts and evaluation of technical proposals. Assist with simple tasks for construction such as maintenance and repair of structures and equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Or Have successfully completed a master's or equivalent graduate degree or 2.5 full years of progressively higher-level graduate education leading to such a degree with a major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 18 semester hours in any combination of courses such as engineering, or industrial technology. (Note: You must attach a copy of your transcripts.) Or Have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required two and a half years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 9. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) Specialized Experience GS-10 Have one year of specialized experience which includes the following. Provide research and information to help with preparation of the final documentation for initiation of contract awards requirements to be included in service contracts. Assist with construction such as maintenance and repair of structures and equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Or Have successfully completed one half of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education with a major study in education or a subject area related to the position to be filled, such as engineering or industrial technology (Note: You must attach a copy of your transcripts.) Or Have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. Or Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education with a major study in education or a subject area related to the position to be filled, such as engineering or industrial technology (Note: You must attach a copy of your transcripts.) Or Have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years.
