Summary
The incumbent primarily functions as an assistant PACS administrator. PACS currently incorporates radiology and cardiology services in this facility but could be expanded to other modalities if appropriate.

Duties may include but are not limited to:
1. Provides guidance, instruction, maintenance, and troubleshooting services in the day-to-day operations including but not limited to the commercial Picture Archive and Communication System (PACS), voice recognition (VR), electronic medical record (EMR) interfaces, 3D systems, mammography systems, radiation therapy servers, imaging specific information systems, and the EMR radiology subsystem.
2. Serve as a specialist providing support in the operation and management of digital image and voice acquisition, processing, storage and display systems at the South Texas VAMC. The South Texas VA is a component of the larger VISN 17 radiology network which permits image sharing between all facilities within the VISN and limited sharing of images with local DoD installations.
Incumbent coordinates work with other services and users of medical images throughout the Medical Center, and remote sites of care as applicable.
3. Assist with the import and export of medical imaging via physical media or DICOM transfer.
4. Advise administrative staff on quality and tracking standards to ensure outside images are imported to the local PACS in a timely manner ensuring accountability for physical media from receipt to proper destruction.
5. Streamline image export procedures to minimize patient wait times by working with release of information and utilizing mail out procedures when appropriate. Shift workers will be properly trained to export images to physical media or via DICOM transfer as appropriate for after hour patient transfers. The PACS team will assist with image import/export as needed but the radiology clerical staff will primarily provide the manpower for this task.
Work Schedule: Monday-Friday 7:30 AM -4:00 PM

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology (ARRT) (R).
Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or other accrediting agencies as recognized by the Department of Education (DOE).
Physical Requirements. See VA Directive and Handbook 5019.
English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and7407(d).
Grandfathering Provision. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Diagnostic Radiologic Technologist, GS-11:
Experience. At least one year of experience equivalent to the next lower grade level GS-10 directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, PACS technologist, clinical program director], or an assistant chief radiologic technologist.
Knowledge, Skills, and Abilities (KSAs):
GS-11:Candidates must demonstrate all of the following technical Knowledge, Skills and Abilities (KSAs)
i. Knowledge of contingency plans during equipment downtimes.
ii. Ability to act as liaison for Radiology with biomedical engineering and Ol&T.
iii. Ability to develop methods and programs to evaluate, monitor, and maintain digital imaging and voice recognition systems.
iv. Ability to lead a team of multidisciplinary members in accomplishing strategic planning and integration of PACS and network elements.
v. Ability to perform complex system administrator functions such as: oversight of RIS (Hospital Information System/Radiology Information System) links, AE titles, individual and user group creation and access management, etc.vi. Knowledge of VA and other national guidelines pertaining to PACS network, VistA imaging, and database security.
vii. Knowledge of specific positioning, technique, and imaging procedures so he/she will be able to perform and reconcile image information correctly and efficiently during technical post processing and evaluation.
Preferred Experience:
Registration with the ARRT
Certification by ABII
3 Years Experience as a radiologic technologist
12 months experience as a PACS system administrator
12 months experience managing a speech recognition system (e.g. Talk Tech or PowerScribe)
12 months experience with computer maintenance and repair
