Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Serve as a Lead Firefighter (Basic Life Support) Directorate of Emergency Services -Fire Protection and Prevention Division at Aberdeen Proving Ground, MD.
Direct and lead firefighters in accomplishing the work associated with each station and is responsible for assuring that crew and individual work assignments are carried out.
Work involves firefighting and rescue work for organizations carrying out research, and development functions; and limited manufacturing for testing of explosives, gases, and chemicals
Provides crash-rescue services for an airfield normally equipped with small aircraft and helicopters used for transport and occasionally used by large multi-engine aircraft.
Maintain and apply a thorough knowledge of all local facilities, areas and structures; the characteristics of local operational aircraft; special extinguishing agents.
Apply the mechanics of pumping equipment and associated hydraulics; specialized firefighting techniques including those associated with chemical, biological, radiological materials; and various protective gear required for toxic/hazardous operations.
Perform a variety of firefighter, crash/rescue, and inspection duties such as driving vehicle to a fire scene, positioning it, operating pumps, generators and similar equipment, and performing minor maintenance.
Perform aircraft standby detail on a crash truck, entering crashed/burning aircraft to extricate personnel and operating turrets/handlines
Respond on-site, as an emergency Medical Technician (EMT), to accidents and other emergencies involving injury and illnesses; sometimes encounters situations which may be life threatening.
Conduct complete examination of the patient to determine the nature, extent, and seriousness of patients condition and search for medical alert symbols.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
This position requires the incumbent to wear a uniform and safety apparel in accordance with established policies and procedures.
This position requires the employee to work 72 hours per week/144 biweekly hours.
The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
This position requires participation in a cardiovascular physical fitness program.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
This position requires the incumbent to obtain and maintain a functioning telephone at residence to aid in contact during recall situations.
Position requires the incumbent to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed by the Fire Chief and may be required to remain on duty after the official shift ends, i.e., work overtime.
This position requires you have an Emergency Vehicle Operators certification to operate all vehicles assigned.
Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
May be required to travel by air and/or ground.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: (1) performing firefighting duties in very difficult or dangerous situations; (2) responding to hazardous materials incidents and/or specialized rescue situations; AND (3) performing all facets of emergency medical care and basic life support. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-07).
Selective Placement Factors: In addition to meeting the specialized experience requirement above, applicants must also possess the following certificates certified through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06-M upon entry into this position. Maximum Entry Age (MEA) The MEA for Firefighters is 37. An employee originally hired into a covered position must be hired by the last day of the month he/she reaches 37.
Maximum Reentry Age An employee who previously served on a covered position may be rehired past the MEA as long as he/she is able to complete 20 years of covered service by his/her mandatory retirement age. The maximum re-entry age for the individual is calculated by determining the total amount of time he/she has served on a covered position and subtracting that from age 57 if a firefighter. The employee's current age is compared to the calculated maximum re-entry age to determine if he/she can be rehired into the covered position.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
