Summary
The Background Investigations (BI) Chief of Staff works for the BI Principal Deputy Assistance Director and leads the Executive Secretariat team. Provides administrative support on strategic workforce planning, budget, human capital, acquisition and tasker tracking. Represents BI on a myriad of forums (recognition and hiring panels, and functional working groups) Collaborates across DCSA on issues, provides input that acknowledges and champions BI equities and advances the greater mission.

Occasional temporary duty travel (TDY) is required.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-14) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
Applying management, executive, and organizational principles and practices for the oversight, organization and execution of mission priorities in a Personnel Security (PS) (background investigations) or similar investigation program.
Overseeing and developing statement(s) of work, list(s) of deliverables, performance evaluations, and other contractual documentation.
Assessing short and long term requirements and garnering resources to include budgets, manpower (billets) and contract support to meet mission and workforce needs.
Collaborating within a diverse workforce of federal civilian, contractors and military personnel to plan, organize, develop, direct, and execute mission and workforce projects and programs within a Personnel Security (PS) (background investigations) or similar investigation program.
Gathering and analyzing quantitative and qualitative data/information to provide responses to Congressional Inquiries, Government Accountability GAO Studies, external and internal document reviews (policies, formal instructions, etc.) and taskers from Legislative and Executive Branches, and DoD, IC and Industry mission stakeholders, etc.
Specifically you will be evaluated on the following competencies:
1. Strategic Workforce Planning - Analyze workforce data to develop, integrate, and align human resources strategies with an enterprise focus to support and influence decision-making on human capital needs and workforce planning.
2. Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
3. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
4. Planning and Evaluation - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
5. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
6. Communication - Communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals.

Substitution of education may not be used in lieu of specialized experience for this grade level.
