Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Supervisory Contract Specialist, GS-1102-15 position located in Little Rock, AR. Duties Serves as Chief of the Contracting Division, responsible for acquiring for necessary supplies, services, and construction in support of the Little Rock (SWL) District’s mission Manages the Districts contracting program for single and multiple purpose civil works water resources projects to include recreation, navigation, and hydropower; military design and construction projects, and environmental restoration. Exercising independent judgment to accomplish the myriad of contracting responsibilities in support of the District mission, to include supervision of the development and execution of the contracting portion of project management plans. Evaluates subordinate supervisors and serves as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This is a Mission Essential position. The employee occupying this position is not subject to administrative dismissal in emergencies based on inclement weather conditions, or other emergency situations, as appropriate. Incumbent is required to sign a Mobility Agreement Statement in accordance with HQUSACE Directorate of Contracting guidance. Incumbent is required to successfully complete the Civilian Education System Course and the Supervisory Development Course within 12 months of being assigned to the position. Failure to do so may result in an adverse action. Temporary Duty (TDY) Business Travel is required up to 25% of the time Incumbent is required to obtain (or possess) and maintain a SECRET Security clearance Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution. OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the GS-14 grade level in the Federal service which includes: 1) Managing a contracting program for projects to include recreation, navigation, hydropower, military design, construction projects, or environmental restoration; 2) Analyzing contracting policy for proper implementation; AND 3) Managing all phases of the acquisition process of acquiring necessary supplies to include services and construction in support of an organization's mission. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
