Summary This position is with the Federal Transit Administration (FTA) Region 3 Office. The Supervisory Transportation Program Specialist will serve as the Director of Financial Management and Program Oversight, managing and tracking data on a significant amount of funding for many grantees in the region. Also, ensures the successful implementation of program guidance and polices and effectively manages the oversight programs. Learn more about this agency Duties The Supervisory Transportation Program Specialist: Serves as Director, Office of Financial Management and Program Oversight in a regional office with responsibility for directing planning, program development, oversight, and administration activities relating to grantee performance and the monitoring of contractors assigned to the performance of available oversight audits and reviews incollaboration with DOT Headquarters Staff. Delegated Authority for coordinating with Senior State and Transit officials prior to and after disasters. Gathers and evaluate damage cost estimates from State and transit officials. Represents FTA, both regionally and nationally, for experience administering emergency relief supplemental appropriations. Ensures that staff reserves and records commitments of and certify funds in coordination with the appropriate Headquarters office. Coordinates FTA responses to audits of Regional Office activities by the OIG, GAO and other outside audit agencies, and  ensures that necessary actions are taken by the Regional Office and the grantees. The Ideal Candidate for this position is a senior-level professional with strong leadership skills, who has managed diverse staff, fostering teamwork, collaboration, and accountability; and has transportation industry experience in developing and managing complex, high-priority programs. BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. Appointment will be subject to the applicant’s successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination. PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed). SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed). Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience in managing and implementing projects, policies, and procedures, including financial programs and oversight. Experience in leading and directing staff, including tracking and evaluating their performance. Experience in reviewing and tracking data, delivering briefings, memos, presentations, and other written materials to internal and external audiences on issues and providing opinions and recommendations to management. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Financial Analysis - Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling,  earned value management, and evaluating key financial indicators, trends, and historical data. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
