Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located with the Directorate of Emergency Services, Joint Base Lewis-McChord, WA.
Duties
Serve as the Assistant Chief of Fire Prevention for the Fire and Emergency Services Division.
Assist with plans, organizes and administers the activities of the Fire Prevention Branch at JBLM in conjunction with the Deputy Fire Chief.
Supervise overall fire prevention program with specific fire prevention responsibilities for the installation.
Supervise subordinate fire inspectors providing daily direction, oversight, and evaluation of work performed.
Determine the priority of work assignments within the fire prevention branch.
Perform as the Directorate of Emergency Service (DES) Environmental Compliance Officer (ECO) for the department.
Organizes training activities with other organizational offices/staff, surrounding communities and other military installations.
Formulate pre-fire planning and prearranged operating procedures for the control of unforeseen fires.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
This position has a requirement to lift up to 45 lbs. in the regular performance of duties.
The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
Due to the nature of this position, employees are required to work both planned and unscheduled overtime. This position performs, as required, mutual aid support to local fire departments.
The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
This position requires participation in a cardiovascular physical fitness program.
Incumbent must successfully complete an annual Job Performance Test.
Incumbent must wear a uniform and safety apparel in accordance with established policies and procedures.
Incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed and may be required to remain on duty after the official shift ends, i.e., mandatory overtime; recall to duty.
Incumbent must maintain a functioning telephone at residence to aid in contact during recall situations.
The work requires the incumbent to drive a motor vehicle. An appropriate, valid state and government driver's license is required.
This position is subject to a one year probation to assess your ability to perform Supervisory duties is required unless previously completed.

This position is included under the provisions of Special Retirement Coverage (SRC) and may have both a maximum entry age and a mandatory retirement date.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience of which prepared you to do the work in this job.
Specialized Experience: One year of specialized experience equivalent to the GS-10 grade level in the Federal service which includes: 1) overseeing work in controlling and extinguishing fires, emergency medical and HAZMAT situations 2) distributing, coordinating, and monitoring work assignments of others; and 3) managing, planning, and evaluating the departments fire training program.
Selective Placement Factor: In addition to the specialized experience required to qualify for the GS-11 level you must also possess and maintain ALL the following Department of Defense (or reciprocal equivalent) certification, certified through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06-M.
Must possess and maintain DoD Firefighter Certifications:
Fire Officer III
Fire Inspector III
Fire Instructor II
HAZMAT Incident Commander
Airport Firefighter

Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
You will be required to provide proof of U.S. Citizenship.
One year trial/probationary period may be required.
Direct Deposit of Pay is required.
