Summary
The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision & direction to the ODNI enterprise providing elite support services including synchronizing policy, plans, procedures, & cross-functional issues that enable the ODNI mission. COO oversees most ODNI business operations, including executive support, human resources, security, facilities, continuity, governance, policies, & information management.

Duties
Review planning, programming, architectural and engineering designs, specifications and other technical documents for proposed construction activities to validate compliance with applicable codes and standards and to identify optimal fire protection solutions.
Assist to determine causes, circumstances, and contributing factors of fires and operational problems or failures, and ways in which they could have been prevented.
Assist with, interpret, and enforce ODNI facility policies and building operation guidelines and preparation of reports and information required by ODNI, Office of Management Budget (OMB), Congress, and other government agencies.
Provide advice that feeds into decisions on the safe building occupancy levels, fire evacuation plans, and egress.
Assist with monitoring, identification, and resolution of day-to-day ODNI fire protection and life safety facilities issues and emergency situations.
Prepare and maintain accurate records, forms, and incident reports
Assist with assessments of existing properties for compliance to codes
Assist with and witness testing of building fire protection systems, hydrant flow tests and generate reports as required
Apply standard engineering practices while researching and developing new methods and technology
Assist with preparing corporate fire protection governance and policy, standard operating procedures, and facility design standards.

Must be a U.S. Citizen residing in the United States
Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
A two-year trial period is required for all new permanent appointments to the ODNI.

Basic knowledge in designing, inspecting, and testing, fire alarm/detection systems, water-based systems, and special hazard systems
Knowledge in evaluating fire protection programs for a diverse range of operations and activities.
Ability to recognize hazards and identify controls and mitigation strategies
Ability to independently identify and research problems, and apply a body of knowledge of fire protection engineering and building codes, laws, policies, regulations, and standards.
Ability to prepare reports and follow-up inspections that apply to life safety, fire alarm/detection, water-based, and/or special hazard systems.
Good critical thinking and problem solving skills, including the ability to interpret complex information from multiple sources
Basic ability to read and interpret blueprints, schematics, construction specifications, and other facilities documents, and make informed decisions regarding the interpretations of this information.
Basic knowledge of Occupational Safety and Health Administration (OSHA) regulations, specifically 29 CFR 1910. and of other safety regulations commonly set by OSHA, the Environmental Protection Agency (EPA), and related agencies.
Basic knowledge of building codes, laws, policies, regulations, and standards for fire protection; current developments and strategies in fire protection engineering; techniques and procedures applied by practitioners in fire protection engineering.
Minimum Qualifications:
Experience: Generally one to three years of experience in fire protection
Education: Degree in Fire Protection Engineering from an ABET accredited program or Degree in Fire Protection and Safety
Engineering Technology from an ABET accredited program.
Certifications/Licenses: Engineer in Training (EIT) preferred

Candidates from outside the Washington Metropolitan Area (WMA) may be selected for a telephone, teleconference, or in-person interview.
SALARY DETERMINATION
The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Chief of Human Resource Management.
In some cases when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to, and not less than, the employee's current annual base rate of pay, not to exceed the maximum step rate of the GS grade to which assigned.

For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
