Summary
This position is in the Administrative Operations Branch, Western Federal Lands Highway Division (WFLHD). The Facility Operations Specialist is responsible for assisting in the maintenance, operation, modification, and improvement of the Federal Highways Administration property, buildings, and grounds located at WFLHD facilities.

Duties
The Facilities Operations Specialist:
Ensures facility systems, structures, and grounds are maintained, modified, and used safely, efficiently, and effectively.
Assists with tracking system operating data and analyzing results to identify adverse trends affecting performance efficiency.
Assists with developing plans, budgets, schedules, work specifications and statements of work for services and projects performed by vendors, contractors, and interagency agreements.
Monitors and maintains a preventive maintenance and machinery history program for facility and lab trailer equipment.
Assists the Safety Manager; responsible for the safety and critical activities of the WFLHD.
The ideal candidate will have broad technical knowledge of electrical, mechanical, pneumatic, materials, structural, piping, and electronic controls and systems and be able to apply this knowledge to analyze problems or conditions to formulate opinions, recommendations or viable options and independently identify the course of action to resolve any facility related issues.

SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or specialized experience requirements for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
Experience conducting facility management, including facility systems, structures, and grounds are maintained, modified, and used, AND
Experience performing facility maintenance and repair duties to include initial response to unscheduled maintenance and repair, space allocation monitoring, supply requisitioning and accountability, and service order processing and follow-up for all building equipment.
To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience conducting and monitoring others in facility management, including facility systems, structures, and grounds are maintained, modified, and used safely, efficiently, and effectively AND
Experience developing and implementing maintenance, repair, and replacement programs.
You cannot qualify on education at the GS-12 level; you must have experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Facilities - Knowledge of the physical, engineering, and experimental equipment and operational characteristics of facilities, and safety and equipment development designed to support aerospace activities.
Personnel Security and Safety - Knowledge of methods and controls of personnel, public safety, and security operations; investigation and inspection techniques; or rules, regulations, precautions, and prevention techniques for the protection of people, data, or property.
Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.
Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 5.
Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.

Education
Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.
