Summary
About the Position: This position is as an Early Childhood Intervention Services Program Manager for Early Intervention Services (EIS) of the Educational and Developmental Intervention Services (EDIS) program providing EIS to infants/toddlers and their families who are eligible for early intervention under Department of Defense criteria.

Duties
Implement a family-centered approach to services that support and foster confidence and competence in families to support their child's development.
Develop an Individualized Family Service Plan (IFSP) in collaboration with an interdisciplinary team.
Coordinate with community agencies (e.g., DoD child development centers and family assistance organizations) to assist families in meeting complex needs (e.g., childcare, respite care) and requirements.
Conduct family interviews and select, administer, score and interpret individually appropriate assessment measures.
Manage programmatic matters to ensure compliance with regulation and policy.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
This position requires Temporary Duty (TDY) or business travel approximately 25% of the time away from your permanent duty station.
This position requires appropriate teaching licensure issued by a recognized State or local authority in Early Childhood Special Education.
This position has a one-year supervisory probationary period unless previously completed.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Early Childhood Intervention Services Program Manager:
A. Degree: Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position, such as Child Development or Early Childhood Education (with emphasis in occupational therapy and/or speech language pathology).
OR
B. Combination of Education and Experience: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, such as child development or early childhood education, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described in A above.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience in managing a child development program offering a wide range of services, in a variety of settings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
You will be required to provide proof of U.S. Citizenship.
One year trial/probationary period may be required.

Direct Deposit of Pay is required.
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
Salary includes applicable locality pay or Local Market Supplement.
