Summary About the Position: Serves as a Testing Clerk with the Indianapolis Military Entrance Processing Station (MEPS). The mission of the Indianapolis MEPS is to process individuals for enlistment or induction into the armed services. These positions are TERM Not to Exceed 3 years positions. They are time-limited and may be extended up to a maximum of eight years. Position is only guaranteed 35 hours per pay period. Position requires conducting test sessions at remote sites, to include administration of high school tests at inner city, rural, and/or at-risk schools with large populations (greater than 100 students). Incumbent will be required to handle accountable test material. Incumbent will be required to cross-train into other functions of the MEPS (such as processing) and performs these functions as required. Must possess or have ability to obtain a driver's license. Evening and weekend work is required (if the MEPS conducts night testing, this work will entail night shift work when the Test Clerk is the only employee in the building) and detailed below: If applicable, evenings: 1130-2000, Saturdays: 0530-1430, Sundays: 1400-2000, Morning Opening Shift: 0530–1430. May require local travel and temporary duty (TDY) business travel up to 90% of the time (may require hotel stay for multiple nights to meet mission requirements). Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes 1) Conducting qualification examinations; 2) Delivering briefings and instructions to a group of people; AND (3) Using automated software to maintain data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Computer Skills Educational and Vocational Testing Oral Communication Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. These positions are TERM Not to Exceed 3 years positions. They are time-limited and may be extended up to a maximum of eight years. These positions MAY be made permanent. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
