Summary You will serve as a GG-12 Security Specialist responsible for providing the full spectrum of security guidance, services, and technical advice in a wide range of security functional areas. You will maintain the integrity and protection of highly sensitive information programs under the security cognizance of the Command/Special Security Officer (SSO) Navy. This position is located at NAVAL INTELLIGENCE ACTIVITY in Jacksonville, Florida. Learn more about this agency Duties You will provide support with managing, operating, and administering the execution, implementation, and evaluation of a comprehensive Sensitive Compartmented Information (SCI) security program regarding SCI facility (SCIF) operations. You will make decisions and initiate actions involving interpreting policy for the Sensitive Compartmented Information (SCI) Physical Security Program. You will advise customers and leadership on security and disclosure concepts, principles, methodology, and practices, as it pertains to the Command and/or Department of Defense (DoD) elements. You will analyze and identify security educational needs of the workforce and/or weaknesses in the program and provide recommended solutions. You will assist in the coordination and execution of the Navy Sensitive Compartmented Information (SCI) Contracts Management Program providing validation of Navy SCI contracts. You will conduct on-site security assistance visits (SAV) for compliance with applicable security standards, regulations, and operating procedures, and to ensure Department of Defense (DoD) equities are met. Requirements Conditions of employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing. You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status. This position requires a periodic polygraph examination. This position may require a two-year DCIPS trial period requirement. Must have the ability to climb ladders, bend, twist, and crawl along floorways and under deck plates and equipment. Must have normal color vision. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This position is part of the Department of Defense (DoD) Security Professional Educational Development (SPeD) certification program. The selectee is required to obtain Security Fundamentals Professional Certification (SFPC) within two years of placement within the position and maintain the certification as long as they remain in the position. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-11 grade level in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate experience performing the following duties such as: Conduct physical, technical, and industrial security inspections and effectively apply requirements for the protection of Sensitive Compartmented Information (SCI) assets; Apply Sensitive Compartmented Information (SCI) personnel security principles and methods to process investigations and policy reviews; Manage and maintain personnel and physical security databases; Develop and administer Sensitive Compartmented Information (SCI) security training and briefings; Interpret physical and technical security policies, regulations, and instructions and provide applicable guidance; Demonstrate effective written and oral communication skills. This position is designated as a Security Professional Education Development (SPeD) position with a Security Fundamentals Professional Certification (SFPC) requirement. The SFPC is a DON baseline certification for security workforce employees that support/execute security programs that focus predominantly on the protection of, or vetting the access to, sensitive and/or classified information. The incumbent must obtain certification within 24 months of assuming the position. SPeD certification/s must be maintained and undergo renewal process every two years in accordance with SECNAVINST 5500.38. Failure to obtain and maintain this condition of employment could result in disciplinary action and/or removal from employment.
