Summary
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a PUBLIC AFFAIRS SPECIALIST-Title 5, Position Description Number T5276000 and is part of the WI JFHQ, Wisconsin National Guard.

- Males born after 31 December 1959 must be registered for Selective Service.
- May be subject to furlough actions.
- Acceptance of a Federal position may terminate Tricare eligibility.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- Participation in direct deposit is mandatory.
- Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver's license is required.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
Qualifications
SPECIALIZED EXPERIENCE: To qualify at the GS-13 level, you must have at least 36 months of experience evaluating the effectiveness of public affairs programs and developing communication plans. Experience developing and managing social media campaigns across multiple platforms(Youtube, Facebook, Twitter(X), Instagram, etc.) that increase communication with the agency's audience. Experience planning and executing a budget. Experience planning and coordinating events to include managing and advising staff on special event productions that may include senior military officials, Governors, members of Congress, legislators and other state and local officials. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Veterans' Preference: A copy of your DD Form 214 which must include character of service or a Statement of Service/Proof of Service which must include service dates and character of service. In addition, if claiming 10-point preference you must submit a VA Letter or a disability determination from a branch of the Armed Forces (or documentation of Purple Heart, if applicable) and a SF 15 (Application for 10-point veteran preference).
Veterans Information: Veterans' preference must be validated by formal submissions including all necessary supporting documentation. You must provide acceptable documentation of your preference or appointment eligibility. Acceptable documentation may be:1. A copy of your DD-214, "Certificate of Release or Discharge from Active Duty," which shows dates of service and discharge under honorable conditions.2. A "certification" that is a written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certification is signed.3. You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA call center or online.
NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214.If claiming 10 point preference, you will need to submit a Standard Form, SF-15, "Application for 10-point Veterans' Preference."
