Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Assist the Deputy Fire Chief with planning, developing, and conducting coordinated training and inspection programs.
Train fire crew personnel in firefighting techniques for different types of fires such as aircraft, structural, petroleum, ammunition, chemical, and other hazardous materials.
Serve as initial on scene commander for all emergencies, directing fire crews, equipment placement and operation; prescribes fire-fighting procedures and media with due regard for safety of personnel and property.
Responds to all structural fires, aircraft emergencies, and other emergencies requiring assistance.
Oversees attendance and leave with authority to approve ordinary sick and annual leave.
Plans work schedules for personnel assigned to the shift and establish a sequence of operations and ensures an equitable distribution of work among the crew on the shift.
Assign work to subordinates based on the priorities set and selective consideration of difficulty in requirements of assignments and capabilities of the employee.
Recommends promotions, reassignments and retention or release of probationary employees.
Receives and resolves complaints from subordinates referring group grievances and more serious unresolved complaints to the higher-level supervisor.
Evaluates work performance of subordinates and provides appraisals of employee performance during formal evaluations.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
This position requires successful completion of an annual Job Performance Test.
This position requires you to work 60 hours per week (120 hours per pay period) which includes at least one 24-hours shift to include weekends and holidays.
This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed
Incumbent must participate in a Cardiovascular Physical Fitness program.
This position requires the incumbent to wear a uniform and appropriate safety apparel in accordance with established policies and procedures.
This position requires incumbent to obtain and maintain a valid state driver's license and any installation and/or DoD license required for the type of vehicle being driven.
Incumbent is subject to periodic (e.g. annual) medical examinations following appointment to determine fitness for continued performance of the duties of the position.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Note for In-Service Applicants (i.e. current or prior Federal competitive or excepted service): This position is in a one-graded interval series. Experience at the second lower grade level (GS-09) can be credited when there is no position in the normal line of progression that is one grade lower (GS-10) than the position being filled.
Specialized Experience:In-Service Applicants: One year of specialized experience which includes: (1) directing firefighting personnel at emergency calls until relieved by a Senior Fire Officer (2) performing firefighting duties such as; handling hose, performing rescue operations, extinguishing fire, etc and/or (3) Assist in briefings, preparing reports, and documentation.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Other Applicants: I have one year of specialized experience which includes: (1) supervising fire crew operation for fire emergencies; (2) supervising or directing the operational maintenance of firefighting equipment placement; (3) evaluating fire crew performance training plans; and/or (4) conducting training for drills and firefighting scenarios. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10)
In addition to meeting the specialized experience requirement above, applicants must also possess and maintain the following: Fire Officer III, Fire Inspector II, Fire Instructor II, HAZMAT Incident Commander, and Airport Firefighter certified through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06-M . You MUST submit a copy of your certifications with your application package.
Proof of Age: As this is a firefighter position, your application package MUST include a government issued document indicating your date of birth. Failure to submit this document will result in your application being marked as incomplete and you WILL NOT receive further consideration for this position.
