Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Learn more about this agency Duties Perform the full range of operation, and maintenance of multiple fuel high-pressure boilers and Steam and Electric powered chillers, including related and auxiliary equipment. Operate chillers to ensure chilled water production at adequate quantities, pressures and temperatures. Start and secure chillers when necessary due to weather conditions or malfunction of equipment or systems. Maintain visual watch of equipment and systems to ensure efficient operation. Operate auxiliary equipment such as condenser and chilled water pumps, cooling towers and pressurization equipment. Maintain, repair and overhaul complicated centrifugal cooling units and systems in a production and distribution plant which produces chilled water to provide cooling for buildings and other industrial processes. Disassemble, repair and replace compressors and related components. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Required shift work and/or work on rotating shifts to provide coverage on evenings, weekends, holidays and in other situations. Position is adverse-weather-mission essential: with no code red or white, incumbent must report for duty during natural disasters, inclement weather, and other emergencies. Unassisted lifting of up to 50lbs may be required. Must pass a Pre-Employment physical and annual physical. Required to work overtime on short notice, an emergency basis and for shift coverage. Must possess and maintain a valid state driver license. Must obtain and maintain an Army motor vehicle operators permit. Boiler Operator License is preferred. You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Utility Systems Operator ~ without more than normal supervision to include operating Steam and Electric powered chillers and/ or multiple fuel power boilers using specialized equipment to adjust to rigid tolerances, troubleshoot multiple fuel power boilers, manage complex burner controls, and performing repairs as an expert with a high degree of independence. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: Handles and carries tools, equipment and testing devices that seldom weigh over 50 pounds. Work is normally performed at sites where most of the equipment can be reached from the floor or ladders. The incumbent may occasionally use platforms, scaffolding, hoists, holders and pulleys in performing the work. The position requires frequent standing, walking and climbing and occasional stooping, bending, kneeling and work in tiring or uncomfortable positions. WORK CONDITIONS: The incumbent is exposed to the normal temperatures, dust gases, danger of burns from hot pipes and equipment, conditions normally occurring in power plants. Subject to heights when taking soundings of the fuel oil storage tanks. Exposed to conditions present while working near moving machinery and high voltage electrical equipment. May be exposed to acid and alkali chemicals used in feed water treatment. Will work in confined spaces in awkward positions in dirty, greasy areas. Must be able to lift heavy objects and climb ladders. Subject to continuous noise. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
