The primary purpose of this position is to serve as the directorate's expert specialist and integrator for Intelligence Force Management, responsible for analyzing, planning, and synchronizing all US Air Forces Europe (USAFE) and US Air Forces Africa (AFAFRICA) Intelligence personnel requirements for steady state operations, wartime contingencies, and JCS/COCOM exercises.

Duties
DUTY 1: Serves as Intelligence Specialist Global Force Management. Serves as the directorate's principal technical authority and lead integrator for all matters concerning Intelligence Force Management, providing authoritative oversight for all Global Force Management (GFM) and Air Forces Force Generation (AFFORGEN) roles and responsibilities.
DUTY 2: Serves as Directorate Representative for ISR Force Management. Serves as the directorate's senior representative and functional authority, actively collaborating with key stakeholders across MAJCOM, Air Staff, Joint, and national-level agencies to build consensus, champion command equities, and resolve complex, multi-organizational force management issues such as competing deployment priorities or cross-command manning disputes.
DUTY 3: Intelligence Training and Professional Development Specialist. Serves as the architect for the directorate's comprehensive intelligence training and professional development program.

All new DCIPS employees are required to complete a two-year DCIPS trial period.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments, or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of the concepts, principles, practices and theories of the USAF Intelligence missions functions, goals, and objectives from Squadron to Headquarters level. Knowledge in ISR personnel utilization, readiness and development processes and policies.
Knowledge of functional planning guidance development, asset management, tracking unit taskings, OPLAN development/execution, force posturing, and UTC development and management. Knowledge of Air Force Generation (AFFORGEN) concept and principles outlined in AFI 10-400.
Knowledge of safety and security regulations, practices, and procedures. Extensive knowledge of history, reasons, and sources of authority for the Defense Civilian Intelligence Personnel System (DCIPS) under Title 10 US Code versus Title 5 as outlines in AFI 36-1101, AFPD 36-11 and DOD 1400.34-M.
Ability to clearly communicate, via both oral and written communication skills.
Ability to record, report, and brief pertinent aspects of work in progress or future issues involving intelligence contingency manning. Ability to quality control applicable reports to ensure they have been handled correctly. Ability to efficiently plan and organize. Expert knowledge in ISR personnel utilization, readiness and development processes and policies.
Ability to obtain and maintain a Top-Secret security clearance and be granted access to sensitive compartmented information and selected other special access programs, based on a Special Background Investigation. Skill and ability in using the following systems: Joint Operation Planning and Execution System (JOPES), Deliberate and Crisis Action Planning and Execution Segment (DCAPES), Status of Resources and Training System (SORTS), AFFORGEN Connect, War and Mobilization Plan (WMP), Air Force Wide UTC Availability System (AFWUS) and Time-Phased Force and Deployment Data (TPFDD).
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Duties performed in a normal office setting. Work is mostly sedentary, normally performed at a desk in an office in a "no smoking" building. Offices are adequately lighted, heated, and ventilated. Incumbent will be required to climb stairs (building has elevators), to stand during briefing presentations, and to be capable of other physical requirements normally associated with work in a multi-story office building.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
