Summary This vacancy is for an IT Cybersecurity Specialist in the Technology Advisory Division, Office of lnformation and Communications Technology and Services (OICTS), Office of the Under Secretary (OUS), Bureau of Industry and Security (BIS) within the Department of Commerce. Learn more about this agency Duties As an IT Cybersecurity Specialist, you will perform the following duties: Serve as a technical expert on the facts and issues associated with computer cybersecurity in a wide range of technology and services under the jurisdiction of the Department of Commerce. Serve as the Office liaison with industries on importation, acquisition or uses related to technology and services under the jurisdiction of the Department of Commerce. Integrate U.S. industry's economic/regulatory concerns into the Departments regulations. Develop, revise, and write technical portions of agency guidelines that affect industries and other government agencies. Work with senior BIS leadership to design and review requirements for technical projects to determine objectives of the program, concepts, nature of the unprocessed data, and processes required in support of the technology effort in order to organize work processes and problems for technology solution. Develop and formulate, with general guidance from senior officials, regulatory policy, evaluation of trade, including imports or exports, and remediation of technical and policy disputes between interested parties. Review prior regulatory or policy-related cases for precedent history, approvals, and denials. Resolve outstanding interagency issues, rarely involving senior Departmental officials. Establish and maintain contacts with manufacturers to provide technical advice for specific transactions and to remain informed on industry developments. Lead multi-agency working groups or task forces. Requirements Conditions of employment You must be a U.S. citizen to apply for this position. AND SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is defined as: Applying cybersecurity principles, concepts, and techniques to analyze critical and/or emerging technologies, such as telecommunications systems, wireless networks, mobile networking, satellite communications, networking infrastructure, cloud environments, software systems, and/or internet-connected devices, to identify vulnerabilities, risks, or potential impacts to national security, critical infrastructure, or the digital economy; and Designing, evaluating, and/or implementing cybersecurity solutions or best practices across areas such as network architecture, systems integration, telecommunications, cloud environments, data security, and/or software systems; and Developing, formulating, or integrating policies, procedures, or regulatory frameworks related to cybersecurity, information systems security, or information and communication technology and services (ICTS) transactions; and Leading or contributing to interorganizational coordination efforts and/or producing or contributing to written technical analyses, policy recommendations, and/or decision-support documents used to inform organizational or U.S. Government-level decisions.
