NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
Selectee will be required to wear the military uniform.
Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
Males born after 31 December 1959 must be registered for Selective Service.
Federal employment suitability as determined by a background investigation. Must possess or be able to obtain and maintain the appropriate SECRET security clearance within ONE (1) year of appointment.
May be required to successfully complete a TWO (2) years trial period.
Participation in direct deposit is mandatory.
Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
Loss of military membership will result in immediate loss of your full-time military technician position.
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Irregular and/or overtime (compensatory) hours may be required to support operational requirements.
Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
Must possess and maintain a valid Puerto Rico State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
Qualifications
IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e. member of the PR Air NG, civilian, active-duty Soldier, prior service, member from another state, reservist, IRR, State Guard, etc.), you must contact the ARNG Recruiting and Retention Superintendent (RRS) Office at (787) 289-1400 extension 2015 or 2008 to request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, your application will not be screened.
AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.
AREA 1 = All permanent Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 2 = All indefinite Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 3 = Warrant Officers and Enlisted members employees of the Puerto Rico Army National Guard.
AREA 4 = Prior (former) Warrant Officers and Enlisted members of the Puerto Rico Army National Guard.
AREA 6 = Applicants who meet all requirements to become Warrant Officers and Enlisted member of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened.)
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.
Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. For further information you must contact the appropriate military Education Office.
DUTIES:
As a MATERIALS EXAMINER AND IDENTIFIER (HAZMAT) (D1908000), WG-6912-7, you will identify, examine and classify materiel and equipment and make final determinations on acceptance and disposition of standardized and complex equipment and materiel using shipping documents, contracts, catalogs, drawings, and related documents.
PHYSICAL DEMANDS:
Incumbent is often required to stand on hard surfaces for extended periods of time, to bend, stoop, and work in tiring and sometimes uncomfortable positions. May lift and carry items that weight up to 40 pounds. Heavier items are moved with weigh handling equipment or with assistance form other workers.
WORKING ENVIRONMENT:
A requirement for the position: Hazmat certification and Radiation Safety Training every two (2) years.
QUALIFICATIONS:

GENERAL EXPERIENCE:
Experience or training which demonstrates the ability to distinguish between closely related or similar items, ability to follow procedures, ability to sort materials by type, and skill in the use of hand tools.
SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year in the occupational series code 6912 or the equivalent TWELVE (12) months of specialized experience performing or supervising duties such as identifying, receiving, sorting, counting, classifying and handling hazardous materials; performing pre-receipt examination of property at the generation point and assuring that the turn-in and shipping is in order; performing or initiating required testing and preparing sample for submission to environmental laboratories; scheduling the receiving of property and assures that the property is identified; rejecting property, not meeting turn-in requirements and assisting the turn-in activity and determining the nature and degree of the particular hazards involved; determining the need for special handling/specials storage of certain property; performing complex searches of shipping and storage records, material specifications, vendor contracts and computer data; ensuring the safe receipt, storage and movement of hazardous and toxic materials and substances in accordance with facility and regulatory requirements; determining storage requirements, arrangement of materials, and space utilization; ensuring compliance with Federal, and State, rules or regulations; receiving or rejecting material, equipment, non-standard equipment, and complex assemblies for the facility; handling damaged and unidentified shipments requiring repair/repacking or return to the supplier; assisting with the development of facility regulations, and operating instructions; serving as the Precious Metals Recovery Program monitor.
