LOGISTICS MANAGEMENT OFFICER

Duties
A GS-0346-13, LOGISTICS MANAGEMENT OFFICER:
Collaborates with the AASF Commander, staff, and unit commanders to develop and implement plans for the effective use of aircraft and flying hours
Coordinates with Flight Operations to solve problems related to aircraft availability
Assesses and coordinates changes in the flying program to ensure they do not exceed logistical capabilities
Recommends aircraft and flying hours to meet operational contingencies
Reviews aircraft maintenance and material support requirements
Participates in planning meetings to ensure proper scheduling of aircraft commitments
Supervises the development of plans for logistical support of the flying program
Reviews program operations and informs the commander of status, progress, and potential problems
Confers with the AASF Commander to review changes in situational requirements and recommends adjustments to plans and programs
Maintains liaison with commanders and staff regarding logistics programs, capabilities, and operational requirements
Develops action plans, internal policies, and procedures for maintenance support
Ensures the development and implementation of standing operating procedures
Oversees the preparation and execution of budgets for logistics requirements
Directs logistics programs to ensure mission accomplishment and optimal resource use
Directs staff and production functions related to aircraft maintenance, production support, material services, ground support, and facility services
Establishes goals and objectives for current and projected workloads
Plans, organizes, and coordinates day-to-day logistics support operations
Monitors operational and maintenance status of aircraft
Analyzes workload and provides guidance to meet production goals
Coordinates maintenance activities with supervisors and higher echelons of maintenance
Manages the facility environmental program to ensure compliance with regulations
Manages a resource protection program, including physical security, information security, and occupational safety and health
Administers a safety and security program within logistics functions
Maintains an aggressive quality assurance program to ensure performance and quality standards
Balances peacetime economy, readiness, and responsiveness to wartime tasking
Manages maintenance/safety awards program
Oversees automated information systems' operations and support
Assumes the full duties and responsibilities of the AASF Commander in their absence
Represents and speaks for the AASF with various representatives and organizations
Coordinates logistics activities across organizational lines
Prepares for and participates in readiness evaluations
Serves on teams dealing with natural disasters or civil emergencies
May serve as a technical advisor or member of accident investigation or collateral boards
Performs MTFs to determine airworthiness of aircraft
Diagnoses malfunctions disclosed during MTFs
Serves as a maintenance test pilot flight examiner
Consults with unit commanders in planning and executing training or contingency exercises
Participates in decision-making impacting aircraft availability and capability
Plans for exercise logistical support
Coordinates with units to ensure adequate logistics workload for proficiency training
Monitors execution of unit proficiency training
Administers a sound personnel management program
Establishes work performance standards and coordinates annual performance evaluations
Initiates disciplinary actions, promotions, and step increases
Maintains and monitors morale and discipline of the workforce
Supports equal employment opportunity and labor management relations programs
Consults with supervisors and training specialists on training needs
Provides or makes provision for development and training to ensure logistics personnel are proficient
Approves and monitors overall training for the logistics function
Administers a safety and security program within logistics functions
Ensures subordinate employees are trained in safety matters and that safe work practices are utilized
Monitors workplace inspections and takes action to correct unsafe conditions
Maintains a quality assurance program to ensure performance and quality standards
Ensures all work meets the highest standards of airworthiness
Oversees automated information systems' operations and support
Participates in management decisions impacting the use of computer hardware, software, and training programs
Represents the AASF in meetings with higher military organizations and civilian industry
Convenes workshops/meetings to address logistics programs and training workload
Prepares for and participates in various types of readiness evaluations
Serves on teams dealing with natural disasters or civil emergencies
May serve as a technical advisor or member of accident investigation or collateral boards
Other duties as assigned.

MILITARY REQUIREMENTS:
Military Grades: O2-O4 and CW2-CW4
Desired Military Assignments: 15 series Officer; 150 series Warrant Officer
- Applicants need not be assigned to the position or possess the MOS to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain MOS within 1 year of appointment action.
- May be required to successfully complete a trial period.
- Participation in direct deposit is mandatory.
- All soldiers, civilian employees, and contractor employees who drive Army-owned or leased vehicles must complete the Army Avoidance Course (AAC) training when they start working for the Army. Must have a valid Washington state and military driver's license. Must be able to obtain a Government Travel Card (GTC) and be able to attend all schools deemed necessary by the supervisor.
- Males born after 31 December 1959 must be registered for Selective Service.
- Must maintain membership in the WA Army National Guard for continued employment.
- Must be able to obtain and maintain the appropriate SECRET security clearance of the position within one year of appointment.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Must have a valid state driver's license for the state in which they live or are principally employed
- Position requires ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications
GENERAL EXPERIENCE:
Experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Must have 36 months experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
OR
1-year specialized experience, education or training equivalent to at least the next lower grade level. ***You must include your last SF50 with your application to be considered under this provision.

High School Diploma or GED.
