Summary This is a public notice flyer to notify interested applicants of anticipated vacancies through the Certain Competitive Service / Modified Direct Hire Authority. Applications will not be accepted through this flyer. Interested applicants must follow the directions in the "How to Apply" section of this flyer to be considered. Duties You will advise the Commander on plans of action for future U.S. Indo-Pacific Command policies to preclude confrontation with Congress, and to advocate for needed authorities, legislative proposals, and programmatic priorities. You will serve as the US Indo-Pacific Command expert, recognized spokesperson and senior level advisor to the Combatant Commander and other command leadership. You will provide assistance at hearings of congressional bodies and analyze discussions from these meetings. You will prepare Security Cooperation Officers for congressional delegation visits. You will provide authoritative, direct assistance to the Commander and senior U.S. Indo-Pacific Command staff during all evolutions of the legislative cycle. Requirements Conditions of employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. You will be required to obtain and maintain an interim and/or final top secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Qualifications Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector performing some of the following: 1) Knowledge of legislative affairs and experience directing the legislative strategy for a major command; 2) Ability to serve as the principal advisor to senior military leaders on all congressional matters and to develop and implement strategies that advance policy, programmatic, and resource requirements; 3) Ability to prepare senior leaders for testimony before oversight committees and facilitating high-level dialogue with members of Congress and their staff; 4) Ability to shape legislative outcomes and maintain critical relationships between a military command and the legislative branch. Education This job does not have an education qualification requirement. Additional information Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions. This is an obligated position. The former incumbent has return rights to this position under PL 86-585. This position is covered by the Department of Defense Priority Placement Program. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectee. Relocation expenses (i.e. PCS) or relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable travel regulations. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
