Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Hawaii has many outdoor activities all year-round including surfing, fishing, and hiking. Duties Serves as the supervisor, Utilities Branch, located at Schofield Barracks exercising full supervisory responsibility over the utilities work operations at various posts through the use of subordinate supervisors and work leaders. Plan use of subordinate workers equipment, facilities, materials on a week-to-week or month-to-month basis. Investigate work related problems such as excessive costs or low productivity and determine causes. Determine training needs of subordinates and arrange for its accomplishment, set performance standards, and make formal appraisals of subordinate work performance. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must have or obtain and maintain Certified Pool and Spa Operator (CPO) certification after one year in the position. Must have or obtain and maintain the Distribution System Operator (DSO) Level 1 after 12 months, and Level 2 after 24 months in the position. Responds to emergency calls after regular working hours. Incumbent must be able to obtain and keep current a valid state driver's license and any installation and/or DOD requirement for the type vehicle being operated. May be required to work nights, weekends and/or rotational shifts. Assures that environmental, safety and housekeeping rules are followed. Protective devices such as but not limited to ear plugs, safety glasses, respirators, gloves, hard hat and safety shoes is required. Mission Essential: Incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations and may be required to remain on duty after the official shift ends. This position requires temporary duty travel (TDY) of 10%. PHYSICAL EFFORT: Required to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions and where parts of the system are in hard-to-reach places. Lifts and carries items that weigh up to 75 pounds and occasionally handles heavier items, usually with assistance of another person or of mechanical devices. WORKING CONDITIONS: Works inside and outside in all types of weather. The work is usually dirty, dusty, and greasy. Exposed to mud, water, and fumes. Frequently exposed to the possibility of scrapes, burns, and infections from unsanitary work sites. Incumbent has occasional exposure to the possibility of broken bones. Protective devices such as but not limited to ear plugs, safety glasses, respirators, gloves, hard hat, and safety shoes are required. Long trousers or coveralls and shirt or tee shirt with sleeves are worn. Responds to emergency calls after regular working hours.
