Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management, Operational Support Facilities Division, 1 vacancy located in Washington, DC.. Learn more about this agency Duties This position is with the Department of Homeland Security (DHS), within U.S. Customs and Border Protection (CBP), Office of Facilities and Asset Management (OFAM), Operational Support Facilities (OSF) Division. The OSF Division Director leads a geographically dispersed workforce responsible for the compliance, planning, construction, maintenance, repairs, operations, and sustainment of facilities pertaining to the Office of Air and Marine, the United States Border Patrol, and the Office of Field Operations to enable the CBP and DHS missions of protecting America and its citizens while facilitating legitimate trade and travel. The scope and scale of OFAM capital facilities projects include $4B for Land Port of Entry modernization and $5B for One Big Beautiful Bill Act new construction. This position starts at a salary of $169,279.00 (GS-15, Step 1) to $197,200.00 (GS-15, Step 10). The OSF Division Director is responsible to manage and direct all operations related to facilities programs, policies, and new and continuing initiatives of a major CBP Program Office with operational functions. Typical duties include: Serving as a Supervisory Program Manager, the Division Director is responsible for leading and motivating a diverse workforce of trade, professional staff, and technical experts. Overseeing the compliance, planning, construction, maintenance, repairs, operations, and sustainment of facilities supporting the Office of Air and Marine, the United States Border Patrol, and the Office of Field Operations to enable the CBP and DHS missions. Interpreting and applying policies to develop strategies for use in programs and line operations, and exercises creativity, initiative and sound judgment to manage dynamic situations and handle issues that are not specifically covered by existing guidelines. Directing the development of nationwide policy and program initiatives and managing or directing major components of program/projects, such as experience negotiating with stakeholders. Reviewing all programs for effectiveness and ensures that trends are identified and presented in concert with the urgency dictated by the condition. Determining programs that require closer review and evaluation; and providing Program Office perspective on all operational programs and serve as an integrator or lead on selected programs, projects and subprograms at the request. Qualifications Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing guidance and leadership in carrying out program strategies ensuring policies and plans include a long-term outlook consistent with large facilities and infrastructure management portfolio. Directing studies requiring application of advanced analytical and statistical methods and techniques, leading studies and analysis teams, and authoring documents presenting recommended course of action tied to operational and/or business benefits Overseeing a diverse multi-billion-dollar facilities and infrastructure portfolio dependent on timely and effective planning, delivery, operation, and sustainment. Engaging in briefings to senior executive leaders and providing advisory support across high-profile policy matters. Performing program management, forecasting, scheduling, and managing resources management to resolve conflicts, work through constraints, and resolve challenges to include project cost, schedule, and scope requirements.
