Summary
This position is located in the Office of Research and Development (ORD) at VA Bedford Healthcare System - Edith Nourse Rogers Memorial VA Hospital in Bedford, MA. The position serves as a Budget Analyst for the R&D Service and provides budgetary planning and fiscal management, while coordinating Managerial Cost Accounting (MCA) activities, and leading qualitative and quantitative performance improvement activities to meet the strategic planning goals for the Research Service.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Major duties and responsibilities include but not limited to:
Budget Management and Financial Administration
Serving as the principal budget and financial management advisor for the Research & Development (R&D) Service
Overseeing budget planning, formulation, execution, analysis, and monitoring of multiple research funding programs and appropriations
Developing short- and long-range budget strategies to support organizational goals and strategic priorities
Analyzing financial trends, forecasting funding requirements, and recommending resource allocation strategies
Allocating, tracking, and reconciling research funding to ensure accuracy, accountability, and effective resource utilization
Ensuring compliance with federal, VA, research, procurement, and fiscal regulations and policies
Advising leadership, investigators, and program staff on budget development, funding availability, expenditures, and financial reporting requirements
Monitoring research accounts, grants, contracts, personnel costs, and reimbursable funding to support sound financial management
Supporting organizational decision-making through analysis of budget performance and resource utilization
Budget Analysis, Reporting, and Program Evaluation
Conducting complex budget analyses and financial studies in support of R&D operations
Performing forecasting, expenditure reviews, cost-benefit analyses, audits, and funding assessments
Developing and maintaining financial tracking systems, databases, and reporting tools
Preparing recurring and ad hoc financial reports for leadership, oversight bodies, and stakeholders
Evaluating resource utilization and funding requirements to support program effectiveness and efficiency
Providing data-driven recommendations to inform budgetary, financial, and operational decisions
Monitoring personnel funding, salary expenditures, and Full-Time Equivalent Employee (FTEE) levels
Contract Administration and Contracting Officer Representative (COR) Support
Serving as the R&D Service subject matter expert for procurement and contract administration and functioning as a Contracting Officer Representative (COR) or COR designee
Coordinating acquisition activities and supporting procurement planning and execution
Developing procurement documentation, statements of work, acquisition packages, and justification materials
Monitoring contractor performance and ensuring compliance with contract terms, acquisition regulations, and applicable policies
Managing contract renewals, modifications, and extensions to maintain continuity of services
Resolving procurement and contract-related issues to facilitate timely and effective acquisition outcomes
Supporting successful contract execution and procurement operations in alignment with R&D program objectives
Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m.

Qualifications
Minimum Requirement: The following are minimum requirements for appointment as a Budget Analyst in the Veterans Health Administration (VHA), which all applicants must met.
Specialized Experience (GS-09): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-07) in the normal line of progression for the occupation in the organization. Qualifying examples of specialized experience would typically include but are not limited to: performing budget and financial management duties involving budget formulation, execution, analysis, and monitoring; tracking and reconciling multiple funding sources; monitoring personnel and operating expenditures; ensuring compliance with applicable financial policies, procedures, and regulations; and utilizing automated financial management systems, spreadsheets, and databases. (CLEAR DETAILS OF EXPERIENCE REQUIRED: Your resume must show complete information for each job entry, such as beginning and ending dates of employment, duties performed, and/or total hours worked per week.) OR,
Education (GS-09): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Combination (GS-09): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
