Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located within the Intelligence & Security Directorate.

Duties
Serve as a Communications Intelligence (COMINT) Specialist focusing on interagency collection requirements to support regional and in-country counter-narco-terrorist operations.
Develop and coordinate COMINT activity in support of the JIATFS mission and national counter-narco-terrorist related objectives.
Remain up-to-date on current knowledge of criminal geography, target characteristics and target communications procedures.
Maintain liaison with personnel assigned to other intelligence organizations and agencies.
Maintain a basic knowledge of radio wave propagation and radio frequency utilization.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Two year trial/probationary period may be required.
In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
Must perform Temporary Duty (TDY) travel up to 25% or less of the time in CONUS and OCONUS in order to participate in interagency and IC conferences and meetings.
Must be able to obtain and maintain a Top-Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
Fluency in the Spanish language is required.
Shift work is required to include nights, weekends, and holidays. In the event of an emergency (e.g., inclement weather, disaster coverage, etc.), may be required to work report for duty outside of scheduled shift.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of experience to the next lower grade (GS/GG-12) which prepared you to do the work in this job. Specialized experience is defined as collecting, producing, or disseminating oral and/or written intelligence to support counter-narcoterrorism operations; providing oral and/or written predictive analysis to support communications intelligence; and developing or coordinating communications intelligence activity in support of a counter-narcoterrorism mission.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
SELECTIVE PLACEMENT FACTOR
This position requires documented fluency in the Spanish language orally and in writing. You must be fluent in Spanish language orally and in writing.

Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.

This is a drug testing designated position (TDP) under the Department of the Army Drug Free Federal Workplace Program in accordance with AR 600-85. Signing of a DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program) acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position. Those individuals not currently occupying a TDP position must successfully complete a pre appointment drug test prior to being placed into this position and periodically thereafter.
