Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities and the Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Research, develop, and plan new designs for the expansion of Energy Management Systems (EMS) in Army facilities.
Provide Direct Digital Control (DDC) technical support at various construction sites for new or expanded Energy Management Systems.
Coordinate the installation, central monitoring, and alarm handling of Energy Management Systems.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation; T1-NACI.
Must be able to obtain and maintain a valid State and government driving license.
Up to 10% business travel is required.
Periodic overtime or shift work may be required on a project-by-project basis for short durations.
One year probationary period may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-10 One year of specialized experience which includes: 1) Assisting in the development standard operating procedures for technical work on electronics systems; 2) Researching technical problem areas and the use of test and troubleshooting and diagnostic techniques; AND 3) Researching designs and recommend design change to equipment or parts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
GS-11 One year of specialized experience which includes: 1) Installing direct digital control (DDC) systems, such as electronic air quality, temperature, and humidity sensors, current transmitters, and variable frequency inverters, 2) Utilizing Energy Management Systems (EMS) software to monitor system performance, and 3) Assisting in the development of standard operating procedures for technical work on electronic systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
You will be required to provide proof of U.S. Citizenship.
One year probationary period may be required.
Direct Deposit of Pay is required.

This position is not eligible for regular and recurring telework. This position is eligible for situational telework only, including emergency and OPM prescribed "unscheduled telework". Situational telework is approved on a case-by-case basis, where the hours worked were not part of a previously approved, ongoing, and regular telework schedule.
