Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Perform a variety of duties related to the maintenance and repair of the Remote Target Systems (RETS).
Perform a variety of tasks required in accomplishing the preventive maintenance program.
Drive a government vehicle to and from work sites, with responsibility for preparation of trip tickets, compliance with traffic regulations, and observance of safety rules
Operate the Range Control Station console in conjunction with, or absence of, Target Control Console Operator.
Assist in the repair and maintenance of plywood and prefabricated targets.
Maintain target pits and perform routine grounds maintenance duties such as cutting grass with hand and powered lawn mowers, picking up trash and paper from grounds, pulling and cutting weeds, etc.

This is a Term position scheduled to last 4 years. A term position may be extended to a maximum of six years depending upon the needs of management.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Position requires the incumbent to successfully pass a pre-employment physical and annual physical, thereafter.
Position requires incumbent to obtain and maintain a valid state driver's license.
This position has a requirement to lift up to 45 lbs. in the regular performance of duties.
Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Target Devices Repairer ~ without more than normal supervision. Perform repair and installation of a variety of electrical systems, circuits, equipment and controls; tighten loose wiring; replace and adjust mechanical parts; and clean and lubricate mechanism; use basic hand tools such as wire cutters and strippers, drills, hacksaws, pipe bender and threading tools, and a variety of testing equipment. - Failure to meet this Screen out Element will result in an ineligible rating.
Physical Effort: Makes repairs and installations from ladders and in trenches, and where parts of the systems worked on are in hard-to-reach places. Stands, stoops, bends, kneels, climbs and works in tiring and uncomfortable positions. Frequently lifts, carries and sets up tools, equipment and parts that weigh up to 45 pounds, and occasionally items that weigh up to 100 pounds. Employee is usually assisted when carrying heavier equipment for long distances. Work requires climbing up and down a steep flight of stairs to reach the 45 foot control tower to perform maintenance.
Working Conditions: Works primarily outside, in dirt, dust and mud. Sometimes required to make repairs and installations outside in windy or cold weather and occasionally exposed to possibility of broken bones, electrical shock and burns. Required to wear and/or use protective clothing and equipment in accordance with established health and safety regulations and Standard Operating Procedures. Exposed to dangers of live fire ranges, pyrotechnics, laser frequencies and explosives. May be exposed to sulfuric acid when handling batteries used in operating remote controlled target devices. Exposed to the possibility of abrasions, cuts, burns, and electrical shock. Simulators contain explosive charges equivalent to a 1/4 pound charge of TNT. Gun Fire simulator requires charging compressed gasses (oxygen) and flammable gasses (propane).

???????Position may be filled as a Term Appointment NTE 4 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.
???????Current permanent Federal employees (to include permanent Army employees) applying for a Term Appointment will be appointed/converted into a Term Appointment with no statutory return rights back to a permanent position.
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
