Summary About the Position: This position is located with Womack Army Medical Center's Directorate of Medicine, at Fort Bragg, NC. This is a Direct Hire Solicitation. Salary negotiation may be available for those candidates who are new to Federal service. Learn more about this agency Duties Primary administrative point of contact for budget, civilian personnel, purchasing and contracting, resource management, logistics, equipment, travel, and information management. Provides administrative and management support to the clinic Group Practice Manager (Health System Administrator). Plan, direct, analyze, and coordinate administrative activities within the clinic as directed by Group Practice Manager. Identify the need for analyses, reports, and statistical data. Coordinate support and resolves disputes as needed to coordinate support. Develop the clinic's budget for upcoming fiscal years as directed by Group Practice Manager. Perform in depth vigorous analysis, including reviewing, editing and consolidating budget submission. Monitor, review, and analyze the execution of the Regional annual budget. Reviews manpower records and charts maintained within the parent MTF for proper maintenance and identify deficiencies. Assure that clinic's internal systems and procedures for carrying out its functions meet the requirements of balancing costs, benefits, productivity, and effectiveness Conduct studies, surveys, and interviews to gather information necessary to formulate policies, procedures, and strategies for the organization. Serve as action officer between clinics personnel and the parent MTF pertaining to all aspects of civilian personnel management, reorganization, organization structuring, position management, and manpower utilization. Assign work, establishes priorities, reviews and accepts or rejects completed work, establishes performance standards, provides advice and guidance on work and administrative matters, provides training, and evaluates performance. Review job descriptions for accuracy and reports detailing of employees. Identifies and arranges training needs for employees. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. A Personnel Security Investigation is required. This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire). Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position. This position requires the incumbent to have tuberculosis testing. Lifting up to 45 pounds may be required. This position may require the incumbent to work during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules. Position is designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions. This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes monitoring and establishing administrative support policies within a healthcare facility; developing and analyzing clinical annual budgets; oversee personnel management actions; utilizing automated systems to enter and retrieve data; and distributing workload among subordinate employees within an organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
