Summary
This position acts as manager of the communications center which is located in the Technical Services Branch of the United States Park Police. Incumbent is responsible for efficient management of the communications center.

Duties
The major duties of the Telecommunications Assistant Manager position include but are not limited to:
Manages, coordinates, and administers the operations of the Communication Center.
Directly supervises, trains, and monitors performance of a team of Telecommunications Equipment Operators and Dispatchers.
Interacts with internal and external partners regarding operational and administrative needs and requirements.
Operates telecommunications equipment to perform dispatcher duties when needed.

Meet Selective Service Registration Act requirement for males.
Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
You will be required to wear a uniform and comply with the US Park Police uniform standards. A uniform allowance will be provided.
As a condition of employment for accepting this position, you will be required to serve a 1 year probation during which your fitness and whether your continued employment advances the public interest will be evaluated.
This probation period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:
your performance and conduct;
the needs and interests of the agency;
whether your continued employment would advance organizational goals of the agency or the Government; and
whether your continued employment would advance the efficiency of the Federal service.
Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated.
Upon completion of your probation, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record.
You may be required to travel overnight away from home a few nights per month. You must obtain a government charge card for travel purposes.
All qualifications must be met by the closing date of this announcement-04/03/2026-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience.
For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to include will result in loss of consideration. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement:
Applicants must demonstrate at least one (1) year of specialized experience equivalent to the GS-09 level in the Federal service. This experience must include all of the following: 1.) Developing criteria, standards, and guidance for integrating training programs, operational procedures, policies, and/or standards in a public safety environment.; 2.) Conducting comparative analyses of existing training or educational programs, including evaluation of themes, objectives, methods of presentation, target audiences, and future requirements in a public safety environment.; 3.) Assessing training effectiveness and recommending improvements in a public safety environment.; 4.) Communicating information clearly and effectively, both orally and in writing, using proper grammar, and presenting technical material in a concise, organized manner appropriate for the intended audience; 5.) Experience in a leadership role or team lead in project management in a public safety environment.

I possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree (or LL.M, if related). Education must be in a major study such as electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other related fields.

A combination of education and experience, that when combined, total 100%. Note: only graduate education in excess of 2 years (36 semester hours) will be creditable towards the GS-11 level. To combine you education and experience totals, divide the number of months you have in experience by the total number of months required (12 months), then multiply by 100 to get the percentage. Add that percentage to the percentage of education you have relative to the total required: number of credit hours you possess beyond the 2nd year of graduate education (36 semester hours) divided by the number of semester hours required beyond 2 years of graduate education (18 semester hours). Note: your graduate education beyond 2 years, must be leading to a doctoral or equivalent degree. Graduate education beyond 2 years that is credited for another graduate level degree will not be creditable towards the GS-11 level.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. There is no substitution of education for experience at the grade level of this announcement.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The work requires prolonged periods of sitting or standing at a computer workstation, often under high-stress conditions that demand intense concentration and rapid decision-making. The incumbent must manage multiple simultaneous communications and emergencies,
requiring excellent hearing and clear verbal and written communication skills. Light to moderate lifting may occasionally be necessary. The position involves shift work, including nights, weekends, and holidays, and the incumbent is designated as an essential employee required to report for duty regardless of weather or emergency conditions. Extended hours may be required during exigent circumstances to ensure uninterrupted public safety operations.
Working Conditions: The primary work environment is a secure, temperature-controlled communications center that is adequately lit, heated, and ventilated. The workspace is an open area containing multiple computer workstations, radio consoles, alarm monitoring systems, and other emergency communications equipment. The environment is fast-paced and can be mentally and emotionally demanding due to the nature of emergency response operations and the need for constant vigilance. The incumbent may also be required to deploy to alternate locations for special assignments, large-scale events, or emergency operations. These deployments may involve working in environments that are not climate-controlled, may lack adequate lighting, or may be outdoors for extended periods. Such assignments may expose the incumbent to varying weather conditions, noise, and other environmental factors. Regardless of location, the incumbent must maintain operational readiness and professionalism under all conditions. Wears the prescribed United States Park Police dispatcher uniform in accordance with approved uniform standards.
