Management Analyst (Direct Hire)

Summary This position is located in the Office of Inspector General, Office of Audits (OA) conducting independent, objective audits, reviews, and other examinations of NASA and NASA contractor programs and projects to improve NASA operations. The OA provides a broad range of professional audit and advisory services, performs focused reviews of specific management issues, comments on NASA policies, and is responsible for oversight of NASA audits performed under contract or by other Federal agencies. Duties Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Conducts evaluations of ongoing NASA functions to ensure the organization meets its stated goals and identifies areas where operational efficiency can be enhanced. Conducts research, planning and assessments of NASA's program, products and services within specified areas of responsibility. Prepares detailed audit reports, policy analysis and performance evaluation reports, provide findings, guidance, and recommendations to a wide range of audiences. Recommends actions necessary to maintain or improve program/project/organizational efficiency and productivity that result in changes or improvements in organization, staffing, work methods, and procedures. Presents findings and recommendations on complex issues or problems impacting major programs. Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-11, you must have: a) One year of directly related specialized experience equivalent to the GS-09 level: Assisting with analyzing program and project data to assess effectiveness in meeting established goals and/or objectives; ing with fact-finding to obtain information about organizational functions and work procedures; and Assisting with the preparation of summary documents and/or policy analysis reports to improve program operations or support compliance with applicable laws, regulations, or guidance. OR b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field OR c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field OR d) LL.M., if related OR e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: Preparing written summary documents and/or policy analysis reports to improve program operations or support compliance with applicable laws, regulations, or guidance; Performing research and analysis to improve program efficiency; and Presenting analysis results to stakeholders at various levels of an organization.
