The primary purpose of this position is to serve as a staff acquisition program manager, responsible for providing life cycle management for the development, acquisition, integration, field support and modernization of Air Force systems.
Duties
Develops complete strategic and tactical resource plans to support acquisition programs assigned to the Command.
Provides technical guidance, advisory support, and assistance on a wide range of management issues.
Interprets Air Force acquisition, logistics, and program management directives.
Reviews financial and non-financial program data to determine if projections are accurate and overall system performance is being achieved as projected.
Represents the organization and higher management echelons and provides status information on assigned projects/programs, as required, in high level meetings and discussions with senior government officials, both within and outside the DOD.

The position requires the employee to occasionally travel away from the normal duty station via military and commercial aircraft
The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
Employee is expected to meet Continuing Acquisition Education requirements.
This is an acquisition coded position. Selectee must complete required certification level 2 in Program Management within 24 months of assignment.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in applying program management principles, coupled with a strong understanding of DoW and other Federal Agency policies and organizational structures, to effectively plan, organize, and direct critical aspects of systems development, production, and operational support. Proven ability to integrate and manage diverse program management disciplines, ensuring compliance with operational security protocols while delivering clear and concise communications.
Ideal Candidate: In addition to the Specialized Experience statement listed above, the ideal candidate would have experience in one or more of the following: weapon system management, materiel deployment and distribution management or supply chain architectures.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the laws, principles, policies, and practices of systems acquisition and program management.
Knowledge of safety and security regulations, practices, and procedures.
Knowledge of the mission, functions, organizational structures, operations, and roles of DOD, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process.
Skill in staff level planning, organizing, and overseeing critical aspects of development, production, and support of systems, subsystems, or equipment.
Ability to integrate, analyze, and manage a variety of acquisition functions in support of research, development, production, and support of a system, subsystem, or equipment.
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
