Summary
This position is located in Office of Management and Budget (OMB), Health Division. OMB is a component within the Executive Office of the President that helps Federal departments and agencies implement the commitments and priorities of the President.

Duties
As a Program Examiner (Health Insurance Administrator), GS-0107-12/13/14, your typical work assignments may include the following:
-Advises senior-level decision makers on how to resolve budget, program, and policy issues by conducting legislative, economic, financial and organizational analyses related to assigned program areas.
-Develops legislative and administrative options for policymakers to address problems and improve program performance based on appropriate quantitative and qualitative analysis.
-Reviews and analyzes legislative proposals, regulations, testimony, responses to questions for the record, and Reports to Congress for conformance with the policies and priorities of the President and monitor their progress through the congressional and/or regulatory process.
-Reviews and analyzes the formulation and execution of the Federal budget in assigned areas.
-Prepares formal budget submissions, amendments, supplemental, and other necessary materials to support Presidential programs and review and analyze such materials that come from agencies.

RELOCATION EXPENSES WILL NOT BE PAID
This is a Drug Testing Designated Position (DTDP) and is covered by the Executive Office of the President Drug-Free Workplace Program.

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-12 level, if you meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent in the private sector that demonstrates the following: 1-Utilizing data to evaluate the impact of policy changes on mandatory health programs and to project costs or other outcomes for Medicare, Medicaid, or private health insurance programs; 2-Demonstrating knowledge of federal health care programs to review policy and regulatory materials; and 3-Communicating complex analytical results orally and in writing, including briefing senior officials, negotiating policy alternatives, and conducting meetings with stakeholders.
You may qualify at the GS-13 level, if you meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent in the private sector that demonstrates the following: 1-Collecting and applying economic, financial, or program data from a wide variety of reputable sources to evaluate the impact of policy changes on mandatory health programs and to project costs or other outcomes for Medicare, Medicaid, or private health insurance programs; 2-Demonstrating knowledge of federal health care provider payment policies, prescriptions drug plan payment policies, private insurance plan payment policies, or federal health program integrity policies to review policy and regulatory materials and make recommendations to address problems; and 3-Communicating complex analytical results orally and in writing, including briefing senior officials, negotiating policy alternatives, and conducting meetings with stakeholders.
You may qualify at the GS-14 level, if you meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent in the private sector that demonstrates the following: 1-Collecting and applying economic, financial, or program data from a wide variety of reputable sources to evaluate the impact of policy changes on mandatory health programs and to project costs or other outcomes for Medicare, Medicaid, or private health insurance programs, including doing original data analysis; 2-Utilizing detailed knowledge of federal health care provider payment policies, prescriptions drug plan payment policies, private insurance plan payment policies, or federal health program integrity policies to review policy and regulatory materials and make recommendations to address problems; and 3-Communicating complex analytical results orally and in writing, including preparing briefings and presenting to senior officials, negotiating policy alternatives, and conducting meetings with stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
