Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an Environmental Protection Specialist for the Directorate of Public Works at Fort Stewart, Georgia which is the largest Army post east of the Mississippi River.

Duties
Assist in monitoring and implementing the environmental laws and regulatory requirements which pertain to the Installation environmental program.
Manages, maintains, and updates Army Reporting systems to include but not limited to Environmental Quality Data in various quality reporting, and performance assessment systems.
Supports Environmental Compliance, Sustainability, and the National Environmental Policy Act by reviewing proposed designs, plans and specifications.
Determines compliance with environmental regulations, policies, and permit requirements, and identifies practices that may impact environmental management systems to meet the requirements of particular situation(s).

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the incumbent to obtain and maintain a Tier 1 background investigation.
Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
This position requires the incumbent to possess and maintain a valid driver's license to operate automobile or light truck.
This position requires the incumbent to obtain the 40-hr Hazardous Waste Operations and Emergency Response (HAZWOPER) course within 90 days of employment and maintain annual HAZWOPER refresher certifications.
This position requires the incumbent to successfully pass a pre-employment physical and annually thereafter.
This position requires the incumbent to travel up to 5% of the time.
This is a weather-essential position and may require the employee to remain on duty or report to duty during severe weather and/or installation delays/closings.
This position requires the incumbent to obtain the Department of Transportation Hazardous Waste Manifest certification within one year of employment and maintain refresher certifications.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. One year of specialized experience which includes: 1) reviewing Environmental Program Report documentation for accuracy 2) conducting inspections of facilities/operations to ensure compliance with environmental laws and/or regulations 3) reviewing plans, specifications, and/or cost estimates for a variety of projects in support of the environmental program 4) coordinating with program managers on responses to enforcement actions and/or other specific problems/projects. This This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9).
OR
Education: Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to a Ph.D. degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work such as Environmental Science. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the your semester hours of education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. (Note: You must attach a copy of your transcripts.)

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. One year trial/probationary period may be required.
