Summary This position is in Policy and Planning (EWP) of Fish & Wildlife Program (EW), Environment, Fish & Wildlife (E), Chief Operating Officer (K), Bonneville Power Administration (BPA). This position serves as the Research, Monitoring, and Evaluation (RME) H-Lead (Program Administrator) within EWP. As a Fish and Wildlife Administrator, you will: Independently provide direction and technical leadership to internal (Transmission and Power) and external (NOAA, USFWS, States and Tribes) stakeholders on policies and procedures (including BPA actions) related to the RME program in the Fish and Wildlife Program. Apply comprehensive knowledge of scientific principles, theories, and methodologies to develop solutions and recommendations to complex problems. Follows and shares regional information; and coordinates analyses regarding biology, fish and wildlife needs, regional fish and wildlife policies, and interactions between these policies and the FCRPS. Develops and implements overall BPA strategies and formulates BPA policies and objectives for the RME program, including management protocols, standards, and agreements with internal and external organizations. Advise the EF&W VP and other lead BPA officials regarding compliance issues and the need for BPA actions to achieve compliance with various statutes and regulations. Represent BPA, EW, and EWP as RME H-Lead, working directly with managers and staff across all levels at BPA, including Power and Transmission business lines, Tribal Relations, and Regional Relations; officials of several associated Federal and state agencies, and all tribes represented throughout the BPA service area; Corps, Reclamation, U.S. Fish and Wildlife Service, National Marine Fisheries Service (NMFS), the U.S. Forest Service, and the Bureau of Land Management. Represent BPA in various regional forums, such as Northwest Power and Conservation Council's Fish and Wildlife Program, and NMFS Regional Forum. Qualifications BASIC REQUIREMENT A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. --OR-- B. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown above, plus appropriate experience or additional education. --OR-- C. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-13, in the Federal service. Specialized Experience for this position is defined as: 1) provide technical assessments and scientific analysis of fish and wildlife programs (e.g., fish passage, habitat protection, mitigation, or enhancement) to support program implementation and compliance with environmental laws, regulations and policies; 2) lead monitoring and evaluation activities to assess program effectiveness and implementation of fish and wildlife policies and strategies; and 3) provide technical guidance to internal and external stakeholders (e.g., federal agencies, tribes, states or regional partners) on fish and wildlife program implementation and environmental compliance requirements. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
