Summary This National Guard position is for an GRANTS MANAGEMENT SPECIALIST (COOPERATIVE AGREEMENTS) (TITLE 5), the Position Description Number is T5869000 and is part of the UT USPFO For Utah. The selecting supervisor for this vacancy is Mr. Shane Christiansen. Priority will be given to all current, onboard employees of the UTNG. Learn more about this agency Duties MAJOR DUTIES: This is not an all-inclusive list Provides authoritative technical advice on all aspects of grant/financial mechanisms across two current and overlapping fiscal years (Federal and State), across all open and active federal fiscal years (standard Not to Exceed five fiscal years for Cooperative Agreements), and through Continuing Resolution Authority (CRA) periods when applicable. Responsible for administering and coordinating a complex grants portfolio including Cooperative Agreements (CA) and highly technical special projects that have a value in the tens of millions of dollars and last up to two decades. Sets appropriate work priorities, applies knowledge of organizational needs and deadlines, and consistently follow-up to assure receipt of required documentation. Performs complex financial and administrative analyses of a variety of grant mechanisms to determine if costs are reasonable, allowable, and allocable. Incumbent serves as the USPFO's principal authority and subject matter expert in all Cooperative Agreements, Grants, General Terms & Conditions (GT&C), FS Form 7600s, Memorandum of Understanding (MOUs), support agreements, and grant matters. Advises USPFO, TAG, NGB-AQ-A, other senior officials (state and Federal) and staff regarding Cooperative Agreement and Grant complex matters, involving current and future plans and their effect on long term projects and programs within the state National Guard (NG). Provides training to Federal and state program managers and individuals with responsibilities associated with the Cooperative Agreements Program, ensuring applicable Program Managers and State Department of Military Affairs personnel comply with the provisions of regulations and laws pertaining to pertinent Cooperative Agreements. Develops and maintains reports to include the Financial Assistance Awards Data Collection (FAADC) reporting, CA Program status report to the USPFO, Installation Status Reports (ISR), and quarterly reports to the assigned State NG Chief of Staffs (Army, Air and/or Joint), Annual Assurance Statements, and various other required NG reports. Develops and maintains both internal and external Cooperative Agreement Standing Operating Procedures. Confirms available funds, monitors execution, and verifies distributions in all relevant different DoD financial management systems such as GFEBS, DEAMS, and DAI. Negotiates support agreements, collaborates with other ARNG, ANG units, and other Federal and non-Federal trading partners such as USAF, USN, USMC, USAR, USA (Active Duty), DIA, DLA, DARPA, GSA, GPO, USDA, NASA, DOE, USCG, and more. Interprets, develops, and applies appropriate regulations, policies and procedures relating to a variety of grant mechanisms. Participates in grant review meetings with key organizational and non-Federal recipients and provides administrative and budgetary information. Reviews periodic and final financial status reports to ensure all obligations incurred meet conditions in DoD and NG regulations, program guidelines, cost principles, and the specific limitations as stated in the Cooperative Agreements. Reviews audit results and makes recommendations for resolution of audit findings. Provides subjective recommendations to the warranted grant officer, based on data reflected in the financial status reports, determines necessary action and prepares necessary documents. Inspects and reconciles Program Manager records during the quarterly Joint Review Program (JRP) and assigns corrective actions as needed. Reconciliation of both federal and state books is required due to the federal and state cost-sharing partnerships. Provides technical authority in the development and review of policy and procedural issuances from the Department, the agency, and Operational Directorates. Reviews and comments on proposed changes in rules or regulations, conducts special studies, and prepares position papers and special reports. Responds to letters, memos, phone calls, e-mails, etc. with non-Federal recipient and Federal staff. Applies appropriate program evaluation and measurement in order to prepare project papers and staff reports and provides briefings to NGB-AQ-A and other NGB Directorate Staff personnel, Joint Force, and respective state managers to encourage understanding and acceptance (to ensure program compliance) of the Cooperative Agreements Program. Performs other duties as assigned. Requirements Conditions of employment Must be a US Citizen. Participation in direct deposit is mandatory. Pending analysis, you may be required to complete a new 1-year probationary period when moved to this position IAW CNGBI 1400.25. Federal employment suitability as determined by a background investigation. This position is subject to provisions of the DoD Priority Placement Program. Position MAY be telework eligible after completion of probationary period subject to the needs and policies of the organization. Potential for incentive pay. In accordance with Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450,Confidential Financial Disclosure Report, upon appointment and will be required to file annually. This position requires a SECRET security clearance; the incumbent of this position must obtain and maintain a SECRET Clearance. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this positions. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Maintains appropriate agency grants management certification. Fiscal Law, Master Cooperative Agreement Training certification every 3 years. Financial Management Level 3 Certification is required. Qualifications *Your resume must reflect in detail how the duties and responsibilities under each position you have held with each employer meets the below listed general and specialized experience required for the position. **Must include beginning and ending dates of employment stated as MM/YYYY; and total hours worked per week in order to determine part time vs. full time credit. BASIC QUALIFICATION REQUIREMENTS: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing SPECIALIZED EXPERIENCE: Have at least 1 year as a GS-1109-12. *Must submit SF 50 demonstrating experience in Occupation Series 1109 to prove qualification* OR Have experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Experience in the private or public sector with in-depth knowledge of Army and Air National Guard cooperative agreements with several different organizations. Mastery of grants/financial assistance principles and policies. Expert knowledge and skill with a wide range of business aspects of grant/cooperative agreement mechanisms including regulations, principles of cost planning; pre-award, award, and post-award requirements; grant/cooperative agreement administration and termination; price/cost techniques; data analytics and forecasting problems. In-depth knowledge of grant/cooperative agreement mechanisms and techniques including cost sharing arrangements, and special provisions of unique mandatory clauses required by law and federal regulations. With having to add modification to the agreements, monthly, biweekly or weekly depending on the terms of the agreement. Ability to analyze and resolve complex problems in the absence of precedents. Ability to design, implement, and evaluate new procedures. Ability to work effectively with Federal programs (state NG and NGB) and recipient staff (nonprofits, local government entities and state government) in an overall team approach to obtain mutual goals; to resolve complex problems; and to serve as an authoritative source for interpreting and applying rules, regulations, and procedures? ORGANIZATIONAL REQUIREMENT: * Must be able to obtain GFEB financial reviewer role immediately. * Must have SECRET security clearance, Fiscal Law, NGB Cooperative Agreement Training within 1st year. * Must become Financial Management Level 3 certified within 2 years.
